EPRDF calls on Ginbot 7 to negotiate

According to insiders, the government of the Ethiopian People’s Revolutionary Democratic Front (EPRDF) made the calls for ‘negotiation’ with the opposition Ginbot 7 Movement for Justice, Freedom and Democracy (Ginbot 7) for a third time in two months.

Ginbot 7, in its written response, admitted to ESAT that it has received the calls for “negotiation”; however, it said “the call is made, as it has been the custom of the Woyane, in an attempt to soften the tensions”.

The Movement said, what Ginbot 7 and the people of Ethiopia want to see is democraticchange that comes through peaceful struggle and roundtable discussions, however, Ginbot 7 said, it has been forced to enter into “an  by Shop-Up” href=”http://ethsat.com/2013/12/03/eprdf-calls-on-ginbot-7-to-negotiate/#”>all inclusive struggle” due to “Woyane’s refusal and chauvinism”.

In its statement, Ginbot 7 said that its doors are always open for negotiations but that it is only if the negotiation process is not conducted for the sake of it but if it can only lead to the needed freedom through little sacrifice. This does not mean or include any negotiation of accepting or changing the efforts of making Ethiopia a truly democratic country, noted the press statement.

As soon as the Movement received the requests for negotiation, it has widely discussed it and came to conclusion that the issue is not solely the concern of the Movement but of the Ethiopian people at large.

Ginbot 7 also said that it would not allow the ruling Front, as it has always been doing, to use the “negotiation” request  for the purpose of softening the tensions that it is finding itself in, for false propaganda, to garner temporary political benefit or to demobilise and dampen the spirits of the democratic fighters.

The Movement affirmed that before any negotiation the government should take “trustbuilding” measures to show that it has taken the issue seriously such as unconditionally releasing all political prisoners, journalists, human rights defenders and prisoners detained in publicly known and secret prisons and torture centres,  immediately stop harassing and mistreating Ethiopians and particularly opposition forces, respect the human and citizenship rights of Ethiopians, invalidate all politically motivated court decisions, discontinue all ongoing politically motivated court charges, eliminate all repressive laws that are aimed at keeping the people in fear and unease, hold the negotiations in the presence of independent third parties where all the negotiations are recorded via audio-video and kept with independent parties, and the place of negotiation is in a place where the negotiating parties agree and can transparently let the public know about it.

Without having the commitment to take these measures, Ginbot 7 says, it does not absolutely believe that the government would seriously take part in negotiations geared towards the establishment of a true democratic system. In the mean time, until the government takes these “trust building” gestures and the conditions are set and actionable agreements that confirm the existence of strong guarantees that do not give a chance to any form of cheating and sliding are reached, the Movement urged Ginbot 7 and other forces fighting for the establishment of a democratic system to intensify and continue their struggle.

The press release also asserted that the outcome of the negotiation should be the immediate establishment of a democratic system that makes the Ethiopian people the holders of power however when there is no such commitment from the people in power to reach this goal, Ginbot 7 will not take part in any form of negotiation.

Separately asking parties to “negotiate” is a temporary political calculation instead of showing that the government has an interest to permanently make the country a truly democratic nation. Thus, Ginbot 7 states, as there is no democratic system that singularly benefits one organisation, such negotiations should include and be held in an agreement with different political and civic forces.

The negotiation is not for power sharing or about who should come to power; it should be a legal one that confirms the power sovereignty of the people and a starting process on how to assume political power on a fair and just manner, Ginbot 7 added.

ስለዚህም ከላይ በመርህ ደረጃ ከጠቀስናቸው ሶስት ጉዳዮች በተጨማሪ ምንም ዓይነት ድርድር ከመደረጉ በፊት ወያኔ ጉዳዩን ከምር የወሰደው መሆኑን የሚያሳዩ “የመተማመኛ” እርምጃዎች መውሰድ አለበት ብለን እናምናለን::

እነኝህም፣

ሀ)  ሁሉንም የፖለቲካ እስረኞች፤ ጋዜጠኞች፤ የሰብአዊ መብት ተሟጋቾች ያለምንም ቅድመ ሁኔታ መፍታት:: ይህ ደግሞ በግልጽ     የሚታወቁ እስረኞችን ብቻ ሳይሆን በድብቅ የተቋቋሙ ማጎሪያና ማሰቃያ ቤቶች ያሉትን ሁሉ ማጠቃለል አለበት።

ለ)  በሕዝብ በተለይ በተቃዎሚ ኃይሎች ላይ ወያኔ በየቀኑ እያካሄደ ያለውን ወከባና እንግልት ባስቸኳይ ማቆም፣ ሰብዓዊና የዜግነት መብታቸውን ማክበር አለበት።

ሐ)   በፖለቲካ ምክንያት ከዚህ በፊት የተወሰዱ ሁሉም ዓይነት ፍርድ ተብዮ ውሳኔዎች እንዲሻሩ ማድረግ፤ በሂደት ላይ ያሉ ከፖለቲካ ጋር የተያያዙ ምንም አይነት ክሶችን ማቋረጥ አለበት።

መ)   ሕዝብን በፍርሃትና በስጋት ለማቆየት ሆነ ተብለው የወጡ አፋኝ ህጎችን በአስቸኳይ ማንሳት አለበት።

ሠ)   ማንኛውም ድርድር ገለልተኛ የሆኑ ሶስተኛ ወገኖች ባሉበት፤ የድርድሩ ሂደት በምስልና በድምጽ ተቀርጾ በገለልተኛ ወገኖች እጅ ብቻ የሚቀመጥ፣ የድርድሩ ቦታም የተደራዳሪ ወገኖች በጋራ በሚስማሙበት ቦታ መሆኑን መቀበልና ይህንንም በግልጽ ለኢትዮጵያ ሕዝብ ማሳወቅ አለበት።

እነኝህ ከላይ ያስቀመጥናቸው በወያኔ በኩል የሚወሰዱ “የመተማመኛ” እርምጃዎች ለተቃዋሚዎች ተብሎ የሚወሰዱ እርምጃዎች አይደሉም:: ወያኔ እነዚህን እርምጃዎች ለመውሰድ ቁርጠኝነት ሳይኖረው ለእውነተኛ ዴሞክራሲያዊ ሥርዓት መመስረት የሚደረግ ድርድር ላይ ከምር ይሳተፋል ብለን ማመን በፍጹም ስለማንችል ነው ::

እስከዚያው ድረስ ግን ግንቦት 7ም ሆነ ሌሎች ለዴሞክራሲያዊ ሥርዓት መመስረት በቁርጠኝነት የምንታገል ኃይሎች፣ ወያኔ እነኝህን የመተማመኛ እርምጃዎች እስኪወስድና ቀደም ብለው በተቀመጡት መርሆች መሠረት በሚደረግ ድርድር በተግባር ሊመነዘር የሚችል ስምምነት፣ አልፎም ለምንም አይነት ማጭበርበርና መንሸራተት እድል የማይሰጥ ጠንካራ መጠበቂያዎች መኖራቸው እስኪረጋገጥ ድረስ፣ የጀመርነውን ትግል ይበልጥ አጠናክረን የምንገፋበት እንጂ በምንም አይነት ለአንድ አፍታም ቢሆን በድርድር ስም የማንዘናጋ መሆኑን አበክረን እናስታውቃለን::
