በግብፅ የጅምላ ችሎት 683 የቀድሞው የሀገሪቱ ፕሬዚደንት ሙርሲ ደጋፊዎች በሞት እንዲቀጡ ተበየነ።

በግብፅ ታሪክ ውስጥ ዛሬ በተካሄደው ትልቁ የጅምላ ችሎት 683 የቀድሞው የሀገሪቱ ፕሬዚደንት ሙርሲ ደጋፊዎች በሞት እንዲቀጡ ተበየነ። በላዕላይ ግብፅ የምትገኘው የሚንያ ከተማ ፍርድ ቤት ተከሳሾቹን የሞት ፍርድ የበየነባቸው ግለሰቦቹ በዴሞክራሲያዊ መንገድ የተመረጡት ፕሬዚደንት መሀመድ ሙርሲ በጦር ኃይሉ ከሥልጣን በተወገዱበት ድርጊት አንፃር እአአ ነሀሴ 14 ቀን፣ 2013 ዓም በምንያ ከተማ ኃይል የታከለበት ተቃውሞ ሰልፍ አካሂዳችኋል ፣ የነፍስ ግድያም ፈፅማችኋላ በሚል በተመሠረተባቸው ክስ ጥፋተኛ ሆነው ተገኝተዋል በሚል ነው። 

በሞት እንዲቀጡ ከተበየነባቸው መካከል የሙሥሊም ወንድማማችነት ማህበር መሪ መሀመድ ባድየ ይገኙባቸዋል። ባለፈው ወርም በዚችው የምንያ ከተማ 529 የሙሥሊም ወንድማማችነት ማህበር ደጋፊ የተባሉ ግለሰቦች በተመሳሳይ ክስ የሞት ቅጣት የተበየነባቸው ሲሆን፣ በወቅቱ ከነዚሁ 491 ወደ ቅጣታቸው ወደ ዕድሜ ልክ እስራት እንደተቀየረ ተገልጾዋል። ተከሳሾቹ በምንያ ከተማ አደባባይ በወጡበት ዕለትም ካይሮ ውስጥ ፕሬዚደንት ሙርሲ ከሥልጣን የተወገዱበትን ድርጊት በመቃወም አደባባይ በወጡ ሰልፈኞች እና በፀጥታ ኃይላት መካከል በተፈጠረ ግጭት ወደ 700 የሚጠጉ ሰዎች መገደላቸው የሚታወስ ነው።

የሞቱ ቅጣት ከያቅጣጫው ወቀሳ ተፈራርቆበታል። የመብት ተሟጋቹ «ሂውመን ራይትስ ዎች» የግብፅ የሽግግር መንግሥት ተቀናቃኞቹን ለማስፈራራት እና ለማሸበር ያደረገው ነው ሲል ወቅሶዋል። ባጠቃላይ የሞቱን ቅጣት የማይደግፈው የጀርመን መንግሥትም ብይኑን ነቅፎዋል።

L'Éthiopie qualifie de «criminels» des journalistes arrêtés

Les autorités éthiopiennes ont démenti mardi que neuf blogueurs et journalistes récemment arrêtés aient été visés pour leurs activités dans les médias, assurant qu'ils étaient accusés «d'activités criminelles graves».
Le blogue Zone9, inaccessible en Éthiopie, affirme sur son site que six de ses contributeurs et trois journalistes indépendants ont été arrêtés les 25 et 26 avril et inculpés pour avoir «travaillé avec des militants des droits de l'Homme étrangers (...) et avoir incité à la violence via les médias sociaux pour déstabiliser le pays».
Le Comité de protection des Journalistes (CPJ) a dénoncé «une des pires opérations de répression de la liberté d'expression» en Éthiopie et Amnesty International a estimé qu'elle s'inscrivait dans «une tendance déjà ancienne d'arrestations et de harcèlement de militants et défenseurs des droits de l'Homme, de journalistes et d'opposants».
«Ils sont suspectés de crimes graves et la police enquête», a réagi mardi le porte-parole du gouvernement éthiopien, Getachew Reda, interrogé par l'AFP, sans donner de détails sur les chefs d'accusation pesant sur eux.
«Nous ne prenons pas d'ordre de Human Rights Watch» (HRW), a ajouté M. Getachew, alors que l'ONG de défense des droits de l'Homme a appelé à la libération des personnes arrêtées.
Leslie Lefkow, directrice adjointe pour l'Afrique de HRW, a estimé que ces arrestations «montraient une fois encore que quiconque critique le gouvernement éthiopien serait réduit au silence».
Lundi, une porte-parole du département d'État américain, Jen Psaki, a indiqué que Washington était informé de ces arrestations et avait «réitéré (son) inquiétude de longue date sur la restriction des libertés de la presse et d'expression en Éthiopie».
Le secrétaire d'État américain John Kerry doit se rendre en Éthiopie dans le cadre d'une tournée en Afrique cette semaine et devrait, selon Mme Psaki, aborder le sujet avec le gouvernement éthiopien à Addis Abeba.
«Le moment choisi pour ces arrestations - quelques jours avant la visite du secrétaire d'État américain - est éloquent en ce qui concerne le mépris de l'Éthiopie pour la liberté d'expression», a estimé Leslie Lefkow.
HRW a appelé M. Kerry à réclamer aux autorités éthiopiennes la libération de «tous les militants et journalistes arbitrairement arrêtés ou condamnés au cours de procès inéquitables».
Plusieurs journalistes, militants et opposants ont été condamnés ces dernières années en Éthiopie, sur la base d'une loi antiterroriste controversée, dont le caractère vague permet, selon ses détracteurs, d'étouffer la liberté d'expression et de museler les opposants.
Environ 200 membres du parti Semayawi («bleu» en amharique), une des rares formations d'opposition en Éthiopie, ont par ailleurs été autorisés à manifester dimanche, sous haute surveillance policière, après l'arrestation d'une vingtaine de ses militants, pour réclamer «plus de libertés et une vraie démocratie».

New Crackdown on the Media is a Step towards Authoritarism in Ethiopia, Says IFJ

The International Federation of Journalists (IFJ) has condemned the appalling treatment of media by authorities in Ethiopia after a number of journalists and media workers were detained in the country last week.
According to media reports, three journalists and six bloggers were arrested last Friday, 25 April, and Saturday, 26 April, using an arrest warrant from a public prosecutor. The journalists who have been arrested are Tesfalem Weldeyest, who writes independent commentary on political issues for Ethiopia’s Addis Standard magazine and Addis Fortune newspaper, Asmamaw Hailegiorgis, senior editor at an influential Amharic weekly magazine Addis Guday, and Edom Kassaye, who previously worked at state daily Addis Zemen Newspaper and is an active member of the Ethiopian Environmental Journalists Association (EEJA).
The group of bloggers are reportedly members of the Zone 9 group, which is known to be very critical of government policy. They have a strong following on social media. They are: Atnaf Berahane, Befeqadu Hailu, Mahlet Fantahun, Natnael Feleke, Abel Wabela and Zelalem Kiberet.
Those who are being detained are accused of using social media to create instability in the country and collaborating with international human rights organizations. They have not been formally charged with a crime, according to several reports. They were arrested by armed security forces and taken from their homes to the Federal Police Crime Investigation Sector ‘Maikelawi’.
“We strongly condemn this disgraceful crackdown on media professionals in Ethiopia,” said IFJ President Jim Boumelha. “We call for the three journalists and bloggers who have been detained to be released with immediate effect.”
Reports have said that the three journalists, Weldeyest, Asmamaw and Kassaye, may have been arrested on suspicion of being affiliated with the Zone 9 bloggers. All those who have been arrested have been denied access to their family and lawyers.
The Zone 9 blogs were frequently blocked inside Ethiopia, but gained a following with Ethiopians in the diaspora, according to local reports. The arrests follow an announcement on April 23 on Facebook by the bloggers in which they said they would resume publishing after seven months of inactivity.
“This scandalous action by authorities in Ethiopia clearly undermines the provisions of the country’s constitution which guarantees freedom of expression,” said Gabriel Baglo, IFJ Africa director. “It is clearly stated in the constitution that everyone shall have the right to freedom of expression without interference. We call on authorities in Ethiopia to immediately release these journalists and uphold the fundamental right of citizens to freedom of speech.”
Crackdown on the media in Ethiopia began in 2009 when the government expanded its legal authority over journalists and civil society groups. The 2009 Anti-Terrorism Proclamation gave new powers to the government to arrest those deemed seditious, including journalists who step beyond the bounds of politically acceptable reporting or commentary.
The IFJ has always called on the Ethiopian authorities to immediately free all journalists convicted under the provisions of the country’s 2009 anti-terrorism law.
These journalists include Solomon Kebede, Wubset Taye, Reeyot Alemu, Eskinder Nega, Yusuf Getachew, and recently Somali reporter Mohamed Aweys Mudey. Eskinder Nega is serving an 18 year jail term, Wubshet Taye is serving 14 years, and a famous case Reeyot Alemu is serving a five-year prison sentence. She won the UNESCO/Guillermo Cano World Press Freedom Prize in 2013. Somali journalist Mohamed Aweys Mudey was also sentenced to 27 years in prison.
The IFJ has stated that Ethiopia is clearly now Africa’s second worst jailer of journalists and media professionals, saying that the journalists wrote about issues of public interest for their country without calling for violence.
“The anti-terror law of 2009 must be revamped to promote the right of freedom of speech,” concluded Baglo.

በአራት ዪኒቨርሲቲዎች የሚገኙ የኦሮሞ ተማሪዎች የአዲስ አበባ አዲሱን ማስተር ፕላኑን በመቃወም ተቃዉሞውውቸዉን አሰሙ።
በዉጭ አገር የሚገኘውና በቅርቡ የተቋቋመው የኦሮሞ ሜዲያ ንቴዎርክ ማስተር ፕላኑን በመቃወም ከፍተኛ ቅስቀሳ እያደረገ የነበረና የሚገኝ ሲሆን፣ በዶር መራራ ጉዳናን የሚመራዉ የኦሮሞ ፌዴራሊስት ኮንግረስን ጨመሮ በርካታ የኦሮሞ ድርጅቶች በርካታ የኦሮሞ ድርጅቶች ፕላኑን አዉግዘዋል።
የኦሮሞ ተማሪዎች ም በአምቦ፣ በወለጋ፣ በጂማና በሃረማያ ሰላማዊ በሆነመንገድ ተቃዉሟቸውን ለማሰማት የሞከሩ ሲሆን፣ በአጸፋው የፌዴራል ፖሊስ ከፍተኛ ደብደባ በተማሪዎች ላይ እንዳደረሰ ለማወቅ ችለናል።
በወላጋ ፖሊስ ጥይት የተኮሰ ሲኦሆን በርካቶች እንደቆሰሉ የተቀረኡትን በአካባቢዉ ወዳለ ጫካ እንደትበታተኑ ለማወቅ ተችሏል። በጂማ 11 በአምቦ ደግሞ 15 ተማሪዎች ታስረዋል።
ተማሪዎቹ «ቡራዩ አይሸጥም፣ ሱሉልታ አይሸጠም፣ ለገጣፎ አይሸጥም፣ ኦሮሚያ ለኦሮሞዎች ብቻ ! ፊንፊኔ የኦሮሚያ ናት..» የመሳሰሉ መፈክሮችን ሲያሰሙም ነበር።
በኢትዮጵያ ሕገ መንግስት አዲስ አበባ የኦሮሚያ አካል እንደሆነች በግልጽ የተቀመጠ ሲሆን፣ ኦሮሚያ ከአዲስ አበባ ማግኘት ያለባትን ጥቅም ማግኘት እንደሚኖርባትም ይደነግጋል። የኢትዮጵያ ግዛት ባለቤት የኢትዮጵያ ሕዝብ ሳይሆን ብሄረ ብሄረሰቦች እንደሆነ የሚደነግገው ሕገ መንግስቱ፣ ብሄር ብሄረሰቦች ራሳቸው በራስ የማስተዳደር መብት ያዉም እስከመገንጠል እንደሚፈቅድም ይታወቃል።
አገሪቷ በቋንቋ ላይ የተመሰረተ ፌዴራል አወቃቀር እንዲኖራት የተደረገ ሲሆን፣ ይሄም አወቃቀር ያል ሕዝብ ፍቃደ በኦነግ፣ በሕወሃት እና በሻቢያ ተዘጋጅቶ ተግባራዊ እንደሆነ ይታወቃል።
የኦሮሚያ ሕግ መንግስት የኦሮሚያ ባለቤት ኦሮሞ ብቻ እንደሆነ በአንቀጽ ስምንት ባስቀመጠዉ መሰረት፣ ኦሮሞ ያልሆኑ ኢትዮጵያዊያን በኦሮሚያ ዉስጥ እንደ እንግዳ እንደሚታዩም የሚገልጹ በርካታ ክስተቶች አሉ።
በኦሮሞ ተማሪዎች ሲባሉ የነበሩት «ኦሮሚያ የኦሮሞውች ናት። አዲስ አበባ የኦሮሚያ ናት» የሚሉት መፈክሮች፣ አገዛዙ ራሱ በሰነድና በወረቀት የሚቀበለውና የሚስማማበት እንደመሆኑ፣ ተማሪዎች ሰላማዊ በህነ መንገድ በኦሮሚያ ሕግ መንግስት ዬትቀመጠዉን በመድገማቸው መደብደባቸው ፣ አሳፋሪ እና አዛዝኝ እንደሆነም ብዙዎች እየተናገሩ ነው።
ዜጎች በኢሕአደግ ባለስልጣናት ከቅያቸው የሚፈናቀሉት በሁሉም ክልሎች እንደሆነ የገለጹት ያነጋገርናቸው አንድ የፖለቲክ ተንታኝ ፣ በልማት ስም በኦሮሞዎችም ሆነ በማንም ኢትዮጵያውያን ላይ የሚደርስን ግፍ እያንዳንዱ ኢትዮጵያዊ መቃወም እንዳለበት ይናግራሉ። አዲስ አበባን በተመለከተ « አዲስ አበባ ማደጓ አይቀርም። እድገቷ ፍትሃዊ በሆነ መንገድ ይፈጸም መባል ነው እንጂ ያለበት፣ የኦሮሚያ ሬፑብሊክ ወደፊት ለመፍጠር ከሚኖር ፍላጎት የተነሳ የኦሮሚያ ክልል ለምን አነሰች የሚል ጠባብ መከራከሪያ የትም አያደርስም።» ሲሉ ተማሪዎቹም ሆነ በዉጭ ያሉ የኦሮሞ ብሄረተኞች ያለዉን ተጨባጭ እዉነታ እንዲገነዘቡም ይመክራሉ።

(ኢ.ኤም.ኤፍ) አርብ ሚያዝያ 17 ቀን 2006 አመሻሹ ላይ 11፡20 ገደማ ነበር ስድስት የዞን ዘጠኝ ጦማርያን በመንግስት የጸጥታ ሀይሎች ከያሉበት ተይዘው የተወሰዱት። እነርሱም ናትናኤል ፈለቀ፣ በፍቃዱ ሀይሉ፣ አጥናፍ ብረሀነ፣ ማህሌት ፋንታሁን፣ ዘላለም ክብረት እና አቤል ዋበላ ናቸው፡፡ ጦማርያኑን ያሰሯቸው አካላት የማሰሪያና የመፈተሻ የፍርድ ቤት ፈቃድ የያዙ መሆናቸውን የ“ዞን 9” ብሎግ በመግለጫው አሳውቆ ጦማርያኑ በምንም አይነት ህገ ወጥ ተግባር ላይ ተሰማርተው እነዳልነበር ካረጋገጠ በኋላ የታሰሩ የዞኑ አባላትና ወዳጆች በአስቸኳይ እንዲለቀቁ ጠይቋል

የፌደራል ዋና ኦዲተር መሥሪያ ቤት ላለፉት በርካታ ዓመታት ለፓርላማ ሲያቀርበው እንደቆየው ሁሉ፣ ለብክነት የተጋለጠ በቢሊዮኖች የሚቆጠር የመንግሥት ሀብት መኖሩን ባለፈው ሚያዝያ 14 ቀን 2006 ዓ.ም.
ለፓርላማው ይፋ አድርጓል፡፡ ተመሳሳይ ሪፖርቶችን ሲሰማ የቆየው ፓርላማው ፈጣን ዕርምጃ ከመውሰድ ይልቅ የአንድ ዓመት ገደብን መስጠት መርጧል፡፡
በዝቅተኛ የደመወዝ ክፍያ ምክንያት ሠራተኞችን ለማቆየት መቸገራቸውን የገለጹት የፌደራሉ ዋና ኦዲተር አቶ ገመቹ ዱቢሶ፣ ችግሩን ለመቅረፍ ራሳቸው ጭምር በቡድን መሪነት በተሳተፉበት የ130 የፌደራል መንግሥት መሥሪያ ቤቶችን የ2005 ዓ.ም. በጀት ኦዲት በማድረግ፣ እንዲሁም በኦዲት ሰርቪስ ኮርፖሬሽን የስምንት መሥሪያ ቤቶችን ኦዲት በማሠራት፣ በአጠቃላይ የ138 መሥሪያ ቤቶችን ኦዲት በመተንተን የኦዲት ግኝቱን ለፓርላማ አቅርበዋል፡፡
ከቀረበው የፋይናንስ ሕጋዊነትን የተመለከተ የኦዲት ሪፖርት ውስጥ አንድ ቢሊዮን 527 ሚሊዮን ብር ተሰብሳቢ ሒሳብ መኖሩን፣ ሕጋዊ ሥርዓቱን በልተከተለ መንገድ የተለያዩ የመንግሥት ድርጅቶች 785 ሚሊዮን ብር ወጪ ማድረጋቸውን፣ የተፈቀደው በጀት በትክክል ሥራ ላይ መዋሉን ለማረጋገጥ በተደረገ ኦዲት ደግሞ 2.3 ቢሊዮን ብር ያልተሠራበት በጀት መገኘቱን ይፋ አድርገዋል፡፡
ውዝፍ ተሰብሳቢ ሒሳብ ሕጉ በሚፈቅደው መሠረት በወቅቱ ካልተወራረደ ወይም ካልተሰበሰበ በቆየ ቁጥር የመሰብሰብና ወደ ሀብትነት የመለወጥ ዕድሉ አሳሳቢ መሆኑን የገለጹት ዋና ኦዲተሩ፣ ኦዲት ከተደረጉት መሥሪያ ቤቶች 77 በሚሆኑት ላይ 877.1 ሚሊዮን ብር በደንቡ መሠረት ሳይወራረድ መገኘቱን አስረድተዋል፡፡
ከላይ ከተጠቀሰው ያልተወራረደ ውዝፍ ተሰብሳቢ ሒሳብ ውስጥ ከፍተኛውን ድርሻ ከያዙት መካከል በግብርና ሚኒስቴር የግብርና ቴክኒክ ሙያና ትምህርት ሥልጠና ማስተባበሪያ 173.6 ሚሊዮን ብር፣ የውጭ ጉዳይ ሚኒስቴር 149.5 ሚሊዮን ብር፣ የትምህርት ሚኒስቴር 100 ሚሊዮን ብር ይገኙበታል፡፡
ዋና ኦዲተር የመንግሥት ገቢ በአግባቡ መሰብሰቡን ለማጣራት ባካሄደው ኦዲት 32.2 ሚሊዮን ብር ከገቢ ግብር፣ ከቀረጥና ታክስ እንዲሁም ከሌሎች ገቢ መሰብሰብ በሚፈቅዱ ደንቦች መሠረት አለመሰብሰቡን አረጋግጧል፡፡
ገቢ ሰብሳቢ መሥሪያ ቤቶችና ድርጀቶች አግባብ ባለው ሕግና ደንብ መሠረት የመንግሥት ገቢ በአግባቡ መሰብሰባቸውን ለማረጋገጥ በተደረገ ኦዲት 326.7 ሚሊዮን ብር ያልተሰበሰበ ውዝፍ ገቢ መኖሩ ተረጋግጧል፡፡ አብዛኛው ይህ ውዝፍ ያልተሰበሰበ ገቢ የሚመለከተው የገቢዎችና ጉምሩክ ባለሥልጣንን እንደሆነ ከኦዲት ሪፖርቱ ለመረዳት ተችሏል፡፡ የገቢዎችና ጉምሩክ ባለሥልጣንን በጊዜያዊነት ወደ አገር የሚገቡ ዕቃዎች የጊዜ ገደባቸውን ካጠናቀቁ በኋላ፣ የጊዜ ገደቡ በሕግ አግባብ እንዲራዘም ካልተደረገ በስተቀር በዋስትና የተያዘውን ገንዘብ የመውረስ መብት በሕግ ተሰጥቶታል፡፡ ነገር ግን በጊዜያዊነት ገብተው የመቆያ ጊዜያቸውን ያጠናቀቁ በድምሩ 222.5 ሚሊዮን ብር የዋስትና ገንዘብ አለመሰብሰቡን የኦዲት ሪፖርቱ ያስረዳል፡፡
‹‹የሚሰበሰብ ገቢ መንግሥት ለሚያከናውናቸው የልማትና ማኅበራዊ አገልግሎቶች መስፋፋትና ለአገሪቱ የዕድገትና ትራንስፎሜሽን ዕቅድ መሳካት ወሳኝ ሚና የሚኖረው በመሆኑ፣ የመንግሥት ሕግና ደንብ ተከብሮ መሠራት አለበት፤›› ሲሉ ዋና ኦዲተሩ አቶ ገመቹ አሳስበዋል፡፡
ሕጋዊነት የጎደላቸው ወጪዎችን በተመለከተ ባቀረቡት ሪፖርት 785 ሚሊዮን ብር አግባብነት የጎደላቸው ወጪዎች መኖራቸውንም አስረድተዋል፡፡ ከዚህ ውስጥ በዋነኝነት የሚጠቀሰው በ25 መሥሪያ ቤቶች በወጪ ተመዝግቦ ነገር ግን የወጪውን ትክክለኛነት ለማረጋገጥ ማስረጃ ሊቀርብበት ያልቻለ 202.6 ሚሊዮን ብር በወጪ ተመዝግቦ ተገኝቷል፡፡
የግዥ አዋጁን እንዲሁም ደንብና መመርያን ያልተከተሉ ግዥዎችን በተመለከተ ደግሞ፣ 43 መሥሪያ ቤቶች 165.9 ሚሊዮን ብር ደንብና መመርያን በመጣስ ወጪ አድርገዋል ብለዋል፡፡ ሌሎች 41 መሥሪያ ቤቶች ደግሞ 76 ሚሊዮን ብር ደንብና መመርያን በመጣስ ክፍያ መፈጸማቸውን በሪፖርታቸው ገልጸዋል፡፡
ሒሳቦች በወጪነት የሚመዘገቡት የሚፈለገው አገልግሎት መገኘቱን ወይም የሚፈለገው ንብረት በአግባቡ በእጅ
መግባቱ ሲረጋገጥ ቢሆንም፣ 13 መሥሪያ ቤቶች አገልግሎቱን ወይም ንብረቱን ሙሉ በሙሉ ሳያገኙ የከፈሉትን
የ234.8 ሚሊዮን ብር ቅድመ ክፍያ በወጪ መዝገብ ይዘው ተገኝተዋል፡፡ በመሆኑም የተፈለገው አገልግሎት ወይም
ንብረት ሙሉ በሙሉ እስኪፈጸም ድረስ በተሰብሳቢ መያዝ ይኖርበታል የሚል አስተያየት ሰጥተዋል፡፡
በ104 መሥሪያ ቤቶች ደግሞ ለተለያዩ ግዥዎች አራት ሚሊዮን 471 ሺሕ ብር ያላግባብ በብልጫ መከፈሉን የኦዲት ሪፖርቱ ያስረዳል፡፡
በተጨማሪም በአሥር መሥሪያ ቤቶች የንብረት ገቢ ደረሰኝ ያልቀረበለት 22.6 ሚሊዮን ብር ወጪ መኖሩን፣ በሌሎች ሰባት መሥሪያ ቤቶች ደግሞ 1.6 ቢሊዮን ብር ቀረጥ የተከፈለባቸው ንብረቶች ገቢ መሆናቸውን ለማረጋገጥ አልተቻለም፡፡
ቀረጥ ተከፍሎባቸው ንብረቶቹ ገቢ ለመሆናቸው ለማረጋገጥ ካልተቻለባቸው መሥሪያ ቤቶች ትልቁን ድርሻ የያዘው፣ የቅድሚያ ማስጠንቀቂያና ምላሽ ዳይሬክቶሬት ሲሆን፣ በቀጣይነት ደግሞ ጤና ጥበቃና ትምህርት ሚኒስቴር ተጠቅሰዋል፡፡
በ23 መሥሪያ ቤቶች የወጪውን ትክክለኛነት ማረጋገጥ ያልተቻለ 90.9 ሚሊዮን ብር መኖሩን ሪፖርቱ ያስረዳል፡፡
የፌደራል መንግሥት ግዥ አፈጻጸም መመርያ በግንባታ ቦታ ላይ ላሉ ዕቃዎች፣ ወይም ግንባታ ላይ ላልዋሉ ክፍያ መፈጸምን የሚከለክል ቢሆንም፣ 11 መሥሪያ ቤቶች ይህንን በመጣስ 168.6 ሚሊዮን ብር መክፍላቸውን ሪፖርቱ ያስረዳል፡፡ መንግሥት የግንባታ ዕቃዎችን በብድር ሲያገኝ የተገኘው ቁስ መጠን ተሰልቶ ከግንባታ ወጪ ላይ መቀነስ የሚገባው ቢሆንም፣ አራት መሥሪያ ቤቶች ግን 18.3 ሚሊዮን ብር የሚያወጡ በብድር የተገኙ የግንባታ ዕቃዎች ወጪን ሳይቀንሱና ለመንግሥት ካዝና ሳያስገቡ በኦዲቱ ተገኝተዋል፡፡
የተፈቀደላቸውን በጀት በትክክል ለሥራ አውለዋል ወይ የሚለውን ለማጣራት በተደረገ ኦዲት ደግሞ፣ በ96 መሥሪያ ቤቶች 2.3 ቢሊዮን ብር ያልተሠራበት በጀት ተገኝቷል፡፡ ይህ ሪፖርት ከቀረበ በኋላ መድረኩ ለውይይት ክፍት የነበረ ቢሆንም፣ የፓርላማው አባላት በቁጭትና በእልህ እንዳለፈው ዓመት ሲናገሩ አልተስተዋሉም፡፡
ብቸኛው የፓርላማ የግል ተወካይ የሆኑት ዶ/ር አሸብር ወልደ ጊዮርጊስ የኦዲት ሪፖርቱን አስመልክተው፣ ‹‹በዚህ አገር ማንም ምንም ሊያደርግ አይችልም የሚሉ ባለሥልጣናት ያሉ ይመስለኛል፡፡ እርስዎ እንደዚያ ያስባሉ ወይ?›› የሚል ጥያቄ ዋና ኦዲተሩን አቶ ገመቹ ዱቢሶን ጠይቀዋል፡፡
አቶ ገመቹ ዱቢሶ በሰጡት ምላሽ፣ እንዲዚህ ዓይነት አስተሳሰብ ይኖራል ብለው እንደማይገምቱ፣ ነገር ግን ችግር መኖሩን እያወቁ የማያስተካክሉ ኃላፊዎች መኖራቸውን፣ አንዳንድ ጊዜ በሒሳብ ባሙያዎች የሚታለሉ ኃላፊዎች እንዳሉ መረዳታቸውን ገልጸዋል፡፡
መደረግ የሚገባውን በተመለከተ በዶ/ር አሸብር ለተነሳው ጥያቄ ዋና ኦዲተሩ የሰጡት ምላሽ በዋና ኦዲተርና በአፈ ጉባዔው መካከል በተደረገ ስምምነት በ2006 ዓ.ም. የኦዲት ሪፖርት ላይ የሚገኙ የኦዲት ግኝቶች እስካሁን በነበረው ግዝፈት የሚቀጥሉ ወይም የማይሻሻሉ ከሆነ፣ ሕጋዊ ቅጣት በመሥሪያ ቤቶቹ ኃላፊዎች ላይ ለመውሰድ ስምምነት መኖሩን አስረድተዋል፡፡ ከዚህ በተጨማሪ የፓርላማው ቋሚ ከኮሚቴዎች የሚከታተሏቸውን አስፈጻሚ መሥሪያ ቤቶች በይበልጥ መጠየቅ እንደሚገባቸው የተገለጸ ሲሆን፣ ሚያዝያ 16 ቀን 2006 ዓ.ም. የ2006 ዓ.ም. የዘጠኝ ወራት ሪፖርት ለማቅረብ በፓርላማው የሚገኙት ጠቅላይ ሚኒስትር ኃይለ ማርያም ደሳለኝ በዚህ ጉዳይ ላይ በስፋት ጥያቄ ይቀርብላቸዋል ተብሎ ይጠበቃል፡፡

በአካባቢው ከአሁን ቀደም ተመሳሳይ እርምጃዎች የተወሰዱ ሲሆን የአርሶ አደሮቹ መሬት በአበባ ኢንቨስትመንት ላይ ለተሰማሩ ባለሀብቶች ተሰጥቶባቸዋል፡፡ ይህም በአሁኑ ወቅት መንግስት ውሃ ለመቆፈር በሚል አርሶ አደሮቹ ከመሬታቸው እንዲለቁ የሚወስደው እርምጃ በተመሳሳይ ለአበባ እርሻ ሊሰጥባቸው እንደሆነ በማመናቸው ከመሬታቸው አንለቅም ብለዋል፡፡ እስካሁን ለአበባም ሆነ ለሌሎች ተግባራት መንግስት ከአርሶ አደሮቹ መሬት ሲወስድ ያለ ምንም ካሳ በመሆኑ አርሶ አደሮቹ አሁንም ቢሆን ያለ ካሳና ያለምንም ፈቃድ እየተነጠቁ በመሆኑ ተቃውሟቸውን አጠናክረው እንዲቀጥሉ አድርጓዋል፡፡
ከአርሶ አደሮች ባሻገር በከተሞች የሚኖሩ የአርሶ አደሮቹ ቤተሰቦች ጭምርም ችግር እየደረሰባቸው መሆኑን ምንጮች ጨምረው ተናግረዋል፡፡ በተለይም ታሳሪዎቹን የሚጠይቁት የአርሶ አደሮቹ ቤተሰቦችና ሌሎች የአካባቢውና በየከተማው የሚኖሩ ግለሰቦችም ለእስር መዳረጋቸውን ለመረዳት ተችሏል፡፡ አርሶ አደሮቹ መሬታቸውን ያለ ፈቃዳቸው አሳልፈው እንደማይሰጡ በመግለጽ ጠንካራ ተቃውሞ ማንሳታቸውን ተከትሎ በአካባቢው ፖሊስና መከላከያ በብዛት መሰራጨቱን ምንጮች አክለው ገልጸዋል፡፡

በምስራቅ ወለጋ ስቡ ስሪ ወረዳ ‹‹ይህ አገር የእናንተ አይደለም፡፡ አገራችሁን ግቡ፡፡›› በሚል 200 ያህል አርሶ አደሮች እንደተፈናቀሉ አስታወቁ፡፡
በ1990ዓ.ም ጀምረው በአካባቢው የኖሩት እነዚህ ዜጎች ‹‹የመኖሪያ መታወቂያ ተሰጥቶን፣ውጡ ተብለን እየታሰርንና እየተባረርን እንኳ ግብር እያስከፈሉን፣ ንብረት አፍርተን አገራችሁ አይደለም ተብለን እየተፈናቀልን ነው›› ሲሉ ምሬታቸውን ለዝግጅት ክፍላችን ገልጸዋል፡፡ አርሶ አደሮቹ ከዚህ ቀደም በ1992 በተመሳሳይ ቤትና ንብረታቸው ወድሞ ተፈናቅለው የነበረ ቢሆንም መንግስት እንደገና እንዳቋቋማቸው ይገልጻሉ፡፡
‹‹በአንድ በኩል አገራችሁ አይደለም ውጡ!›› የሚሉት የአካባቢው ባለስልጣናት በሌላ በኩል ደግሞ ‹አካባቢውን ልንሰራበትና ልናሰራበት ነው ይሉናል፡፡ በ1992ም መንግስት እንደገና አቋቁሞናል፡፡ አሁንም ቦታው ከተፈለገ መንግስት ተገቢውን ካሳ ሊሰጠን ይገባል፡፡› ብለን ስንጠይቅ ደግሞ ‹እናንተን መንግስት አያውቃችሁም፡፡ ይሉናል› በሚል እየደረሰባቸው ያለውን ህገ ወጥ ተግባር ይናገራሉ፡፡
ተፈናቃዮቹ ከጥር 22 2006 ዓ.ም ‹‹ለቃችሁ ውጡ፡፡ ለቃችሁ ካልወጣችሁ ለቤትና ንብረታችሁ ብቻ ሳይሆን ለህይወታችሁም ኃላፊነት የላችሁም›› መባላቸውን ከዚህ ጊዜ ጀምሮ ተደጋጋሚ እስራትና ድብደባ እንደደረሰባቸው ለነገረ ኢትዮጵያ ገልጸዋል፡፡
‹‹ለቃችሁ ውጡ!›› በተባሉበት ወቅት አቤቱታ ሲያቅረቡ የነበሩ 42 ሰዎች ያለ ምንም ምግብ ለ30 ቀናት ታስረው መቆየታቸውንና በየጊዜው ፖሊስ ከፍተኛ ድብደባ እንደሚያደርግ ገልጸዋል፡፡ ከቀያችን ተፈናቅለን፣ ልጆቻችን ትምህርታቸውን አቋርጠው፣ በችግር ላይ እንገኛለን የሚሉት ተፈናቃዮቹ ‹‹ሀገርና ተቆርቋሪ የሌለን ዜጎች ሆነናል፡፡ ከ16 አመት በላይ የኖርንበትን ቀያችን ለቀን ወደ የት እንሂድ? የሚመለከታችሁ አካላት ሁሉ በተግባር እርዱን›› ሲሉ መልዕክታቸውን አስተላልፈዋል፡፡ (ምንጭ፡ ነገረ ኢትዮጵያ)

SAN JOSE -- The birth mother of the 15-year-old boy who stowed away in a Hawaiian Airlines wheel well says she feels awful her son risked his life in a desperate attempt to find her and wants to see him again.
In her first interview with reporters since her son's ordeal, Ubah Mohamed Abdullahi, 35, said from a refugee camp in Ethiopia that she blames the teen's father and stepmother for treating him poorly and making him believe she died years ago in a rocket attack in Mogadishu.
"They killed me in my children's minds," Abdullahi told reporters in a call placed by one of the teen's San Jose relatives. "If I could give a message to my son I would say I am still alive and I will come one day. Please stay calm and do not do anything stupid."

On Friday, the boy's father, Abdilahi Yusuf Abdi, told friends gathered at a Santa Clara mosque that he also wants to reunite with his son, Yahya, and bring him home. But he can't afford to leave his job as a cab driver until Hawaiian authorities are ready to release his son.
For years, Abdullahi said, her ex-husband and his wife have refused to let her talk to her children, whom she is trying to join in the United States.
She also told the VOA in a radio interview, "I felt bad that he risked his life. I was told that he did this because of me."
Abdi is hiring a lawyer to deal with the media, which remains camped out in front of his Santa Clara house as the family holes up inside. He also wants the lawyer to help address accusations from the mother and a relative that the teen was abused.
Yahya is the middle of three children born to Abdi's first wife. Yahya's father and stepmother have six younger children together.
"Now we're dealing with so many things. That's why they got the lawyer," said Noor Mohamed, a family friend and fellow cab driver who was among a small group of Somali men who met Abdi after noon prayers on Friday at the Muslim Community Association Islamic Center, where the family worships.
Yahya remained in a Honolulu hospital Friday, where he still has difficulty breathing, Mohamed said the father told him.
The teen's ordeal captured international attention after he was discovered on the tarmac at the Maui airport last Sunday.
Security cameras there caught images of Yahya's feet dangling from the wheel well, then of the teen weaving from left to right, disoriented on the tarmac before asking a luggage handler for a bottle of water.
Aviation experts say Yahya may have gone into a "hibernation" state, which allowed him to survive the 5 1/2-hour flight in the wheel well at altitudes of up to 38,000 feet and temperatures that could have dipped as low as 85 degrees below zero.
Mineta-San Jose International Airport officials still have some explaining to do after the teen told Maui authorities he hopped the barbed-wire fence in the darkness and climbed into the wheel well of the nearest plane, which happened to be Hawaii-bound.
The breach, some of which was caught on video, has raised numerous security concerns, including that employees who are supposed to watch the security screens are also tasked with a number of other responsibilities.
Yahya, whose only personal possession at the Maui airport was a comb in his pocket, told Maui airport officials and the FBI that he ran away after an argument with his father and stepmother and walked the three miles to the San Jose airport. He also said he longed to see his birth mother in Africa.
Marvin Moniz, the Maui airport manager, told this newspaper he asked the teenager if he wanted to go home.
"He was disoriented. He kind of gave us a nod, but we also asked if he was tired," Moniz said. "He said yes. We didn't press anymore."
In the telephone interview Wednesday from the refugee camp, the mother told reporters she wants the U.S. government to look after her son and her other two children with Abdi "until I come because I do not believe they are safe with their father and their stepmother."
"She treats my children badly. She has her own children and she doesn't care about mine," Abdullahi said.
"I felt bad that he risked his life," she told VOA. "I was told that he did this because of me."
The mother, who hasn't seen the children since 2006, said she had been trying to reconnect with them for years, but her ex-husband and his wife wouldn't allow it.
A woman who answered the stepmother's phone on Friday hung up without answering questions.
The interview with Abdullahi on Thursday with the Daily Mail was arranged by Mukhtar Guled, an insurance agent in San Jose who is the cousin of Yahya's stepmother. He also spoke with this newspaper.
"He felt he didn't belong in the house," Guled said of the teen, who routinely complained to relatives. "The younger siblings were treated like kings and queens and his siblings were treated like trash. The only option he had was to run away from both of them."
Guled acknowledged he has other grievances with the stepmother relating to the care of an elderly relative and hasn't talked directly to the teen in months. But he said the Somali community in the South Bay is tight-knit and "you can't hide anything."

በሃይማኖቱ ዓለም ከፍተኛ ትስስር ያላቸው የግብጽና የኢትዮጵያ ቤ/ክናት ከ“ህዳሴው” ግድብ ጋር በተያያዘ እዚህ ደረጃ ላይ መድረሳቸው የውጥረቱን አሳሳቢነት የሚገልጽ ነው የሚሉ ክፍሎች ግብጽ መረጋጋት ስታገኝ የሚሆነውን ለመተንበይ ያስቸግራል ይላሉ፡፡ የሃይማኖት ተቋማት ለዕርቅና ሰላም መሥራት በሚገባቸው ጊዜ ከፖለቲካው በላይ መሆን አለመቻላቸው ሹመታቸውም ከዚያው የመነጨ ለመሆኑ ማስረጃ ነው፡፡ አገልግሎታቸውም ከፖለቲካው ሥልጣን በላይ መሆን ያልቻለ መሆኑን በግልጽ ያሳያል በማለት አስተያየታቸውን ይሰጣሉ፡፡
ጎልጉል የድረገጽ ጋዜጣ ያነጋገራቸው ባለሙያ እንደሚሉት የግድቡ ሥራና በሁለቱ አገሮች መካከል የተፈጠረው ሁኔታ ሁሉንም ሊያሳስብ የሚገባ ነው ይላሉ፡፡ በተለይ ኢህአዴግ የግድቡን ሥራ ለፖለቲካ መጠቀሚያነት ማዋሉ “አስከፊ ነው” ብለዋል፡፡ “አባይን የመገደቡ ጉዳይ አሁን የታሰበ ወይም የተጀመረ አይደለም፤ በንጉሡ ጊዜም ሆነ በደርግ ጊዜ የነበረ ነው፡፡ እኔ የፖለቲካ ተንታኝም ሆነ የታሪክ ምሁር አይደለሁም ነገር ግን በግድቡ ሥራ ላይ ባለኝ ሙያ በከፍተኛ ደረጃ እሳተፋለሁ፡፡ ህወሃት እና ኢህአዴግ ለራሳቸው ርካሽ ፖለቲካ መጠቀሚያነት ሲያውሉትና ሕዝቡን ከንቱ በሆነ አገራዊ ስሜት አስገብተው የራሳቸውን ፖለቲካ ለማራመድ የሚያደርጉትን ሁሉ በየቀኑ በሥራችን ላይ የምናየው አስከፊ ልምምድ ነው፡፡ እኔ የትግራይ ተወላጅ በመሆኔ ብቻ ሳይሆን በኢትዮጵያዊነቴ አባይ ለዚህ መዋሉ ያስደስተኛል ነገር ግን ኅብረተሰቡ ሲጠይቅ “የግብጽ ደጋፊ ነህ፤ ጸረ-ልማት ነህ ወዘተ” ማለቱ የትም አያደርስም፡፡ በዚህ ላይ ከአገሪቷ ኢኮኖሚ አኳያ የግድቡ ወጪም ሆነ፣ የባለቤትነቱ ጉዳይ እንዲሁም ሌላ በርካታ ጉዳዮች ሊጠየቁ የሚገባቸው ጥያቄዎች ናቸው” ብለዋል፡፡

On April 25, six members of the Zone Nine blogging collective [am] were arrested in Ethiopia. Allies report that they are now being held at Maekelawi, a detention center in Addis Ababa, the nation’s capital.
News of the arrests first broke on Twitter, where fellow bloggers and social media users voiced support for those arrested and expressed their own fears about what may be to come.
Formed in 2012, the Zone Nine group has leveraged significant critiques of ruling government policy and practice. We have managed to conduct online campaigns in an effort to raise awareness about political repression in the country. We are also dedicated to translating international news for local audiences — through our partnership with Global Voices, we launched Global Voices in Amharic two years ago.

As of today, no charges had been issued to the members of our group who were arrested today.
Unfortunately, these arrests are not the first of their kind. In the suburbs of Addis Ababa, there is a large prison called Kality where many political prisoners are currently being held, among them journalists Eskinder Nega and Reeyot Alemu. The journalists have told us a lot about the prison and its appalling conditions. Kality is divided into eight different zones, the last of which — Zone Eight — is dedicated to journalists, human right activists and dissidents. When we came together, we decided to create a blog for the proverbial prison in which all Ethiopians live: this is Zone Nine.

Members of the Special Force have attacked protesting students in Semera, Afar region of Eastern Ethiopia. A number of students have been admitted to hospital while others have been detained.
The high school and college students had blocked transportation in the morning before the Special Force intervened to disperse the takeover.
The students continued to protest outside the Regional Office in the afternoon. They have called for the killings to stop and the respect of their human rights.
A student, who took part in the protest, told ESAT that although the officials of the Regional Justice Bureau have asked the students to select and send their representatives, the students refused to do accordingly.
The protest has continued until we entered Studio for News.
Residents state that protests in the Afar region have escalated since last Saturday. ESAT had reported that the Ethiopian Federal Police had killed at least eight people from Afar.

In its report of the past fiscal year to the Parliament, the Office of the Federal Auditor General of Ethiopia (OFAG) said that eight hundred eighty-seven million forty-five thousand two hundred sixty four Ethiopian birr has been unaccounted in over 77 governmental organisations.
A financial management sample study conducted on five government organisations, a deficit of one million birr has also been found.
It is to be recalled that last year, in a similar investigation a financial deficit amounting three billion birr was found in the Ethiopian Ministry of Defense.
It has so far been impossible to establish how this financial gap may have been solved.

United Nations High Commissioner for Refugees (UNHCR) office in Yemen revealed a rise in the number of illegal immigrants from the Horn of Africa to Yemen since the beginning of this year, and the migration has reached its biggest during the month of March, the biggest wave of displacement , in spite of what the migrants go through turbulent conditions of Yemen .

According to a recent statistic to monitor the movement of mixed migration published by the United Nations High Commissioner for Refugees (UNHCR) , the number of new arrivals to Yemen during the year amounted to ( 8148 ) immigrants until the date of March 31,2014, of them ( 1861 ) and Somalia ( 6272 ), Ethiopia .

The organization said that the ( 5431 ) migrants from the Horn of Africa to Yemen entered through March 2014 only statistical increase amounted to 185 % for the month of February 2014 AD , who scored the arrival ( 1906) new immigrants .

According to statistics , the number of new arrivals from Somalia to Yemen doubled significantly , but the number of Ethiopian immigrants to Yemen tripled .

She explained that the African migrants arriving in Yemen were divided according to the regions of their arrival on the four provinces , where he arrived ( 276 ) immigrants to Taiz , and ( 4211 ) to the pilgrimage and ( in 1484 ) and to Shabwa (2177) to Hadramout .

Reeyot Alemu is a budding Ethiopian poet, essayist, and journalist. There are not many Ethiopians of her caliber inside the country. She has been languishing in the famous Ethiopian Prison in Qalliti for almost three years. She was charged of terrorism, a crime she totally abhors. She was sentenced first for eighteen years but later reduced to three.
With the exception of her mother and father, she is not allowed to communicate with anyone, including her sisters, brothers as well as her fiancée.
Reeyot, although constantly in agonizing pain and in need of help, is held in solitary confinement with a very old and sickly foreign woman who herself requires assistance.
Reeyot is suffering from some growth in her breasts. The prison authorities have been reluctant to take her to hospital for medical checkup, even when her parents were prepared to pay the bill. When she became seriously ill she was allowed to see a doctor as a result of which she was taken to the hospital and operated upon. But no sooner had the surgeon finished the operation than she was immediately taken back to prison even before she had fully recovered from the Anastasia.
She now suffers from a relapse on the operated breast and similar growth in her other breast. The prison authorities still demonstrate their reluctance to provide medical treatment even at the expense of her parents.
May God provide the necessary courage to all those institutions and organizations to cry out effectively for this young lady who is suffering at the hands of insensitive prison administration.

How TPLF/EPRDF Killed Higher Education in Ethiopia?

TPLF/EPRDF’s major bragging source over the last number of years has been its ‘achievements’ in the education sector, particularly in university education. The ruling group constantly brandishes its statics about the ‘expansion’ of higher learning in Ethiopia. What is not included in the fraudulent statistics is the obliteration of quality and depth of teaching and learning in these so-called ‘universities.’ As we have seen in most of the TPLF/EPRDF failed and corrupt policies the establishment of these so called ‘universities’ is nothing more than a construction contract to its own business conglomerates and university administration appointment to its loyal cadres.
The higher learning landscape in Ethiopia under TPLF/EPRDF suffers from four acute problems. First, there is a chronic lack of academic freedom and autonomy, which is an essential component for any university to discharge its responsibilities. Second, there is an absence of qualified and competent instructor and mentors. Third is the almost non-existent nature of 21st century tools, such Internet communication, and finally there is the occupation and control of higher learning institutions by uneducated TPLF/EPRDF cadres. These key factors, coupled with the overall social, economic, and political problems, continue to plague the country’s higher learning landscape equating to a level similar to the mass wedding ceremonies orchestrated by a religious group lead by a self-proclaimed messiah, such as Reverend Sun Myung Moon1
In fact the assault on higher learning began in 1993 when TPLF/EPRDF fired 42 seasoned academics from Addis Ababa University and replaced them with its loyal cadres.2 Ever since then the ruling group has continued to destroy higher learning under the guise of ‘expanding’ education. Universities and educational institutions in general are places where students are taught how to think, instead of what to think. Furthermore, universities are places in which curious learners are provided with the tools and the support to conduct research that has practical values in the social, economic, and political life of the society. Instead, the regime has built political re-education camps3where political cadres have the final word on the academic, social, and administrative life of an institution.
Indeed merit and qualification has never been TPLF/EPRDF’s s strong suit. Starting from senior cabinet positions to all the way to the lowest level of the administrative body they have appointed their cadres to run the country, and, quite frankly, the regime is not going to treat universities in any different way.
‘Massification’ of higher learning in Ethiopia, preferring quantity of graduates to quality, has reached a critical stage, and it is becoming very problematic to use the term ‘university’ to describe these diploma mills. In TPLF/EPRDF’s Ethiopia every institution is forced to be subordinate to the twisted ideology of the regime. The first and foremost pillar of a university anywhere in the world is autonomy and academic freedom. These two elements are the oxygen of a free learning and teaching environment. Contrary to this the ruling group maintains full control over these institutions depriving them the oxygen of freedom they desperately need to breath and function freely.
Maintaining its well-established destructive role TPLF/EPRDF is moulding higher learning institutions in its own image, and the image is not pretty. Infused with ugly and hate filled propaganda, the image of these so-called universities looks like this: (a) all of these institutions must maintain perceived or real ethnic polarization and tension;
(b) These institution must serve to promote TPLF/EPRDF’s divisive agenda; (c) all ‘university’ senior management, including presidents, must be members of the TPLF or TPLF manufactured political organizations; (d) critical thinking and questioning the prevailing orthodoxy equals terrorism; and (e) university campus informants are part and parcel of the security and surveillance structure of the regime.
The overall decline of the quality of higher learning in Ethiopia is evident in the African and world university rankings. Currently, according to the African Economist University Rankings, only one university out of 35 so-called universities in Ethiopia appears on the ranking chart.4 The rest are nowhere to be seen on any of university rankings.
We have come to be accustomed with TPLF/EPRDF lies, such us tyranny is democracy, repression is freedom, concentration of wealth in the hands of its inner circle is economic growth and development. The most tragic one is their political re-education camp ‘universities’.
Finally, one cannot understand the sad state of higher education in Ethiopia without understanding TPLF/EPRDF’s distractive political and economic agenda. Ultimately, these daunting challenges are intertwined and interconnected, therefore they only can find a solution when the fundamentals of the governance parameters are addressed. Freedom, justice, and democratic accountability are the only solution. In the meantime, those who are enrolled in these institutions should continue to demand better quality as part of their struggle for a free, just, and democratic society.

THE U.S House of Representatives and the government of United Kingdomtogether with EU Parliament and United Nations have recently stepped up a campaign to help Somalis from Ogaden region to realize that their voice has been heard by the International Community after decades of virtual silent.
As UK’s government recently released a report indicating allegations of abuses by the Liyu Police or “Special Police”, which London expressed its concerns, United States House of Representatives and EU Parliament have both sent strong messages to Addis Ababa, which was meant to open the Somali religion of Ogaden to the humanitarian agencies and International media to have free access to avoid further humanitarian crisis. 
The U.S Congress issued a message which eventually published on Somalilandsun that reads:
The US House of Representatives has asked Ethiopia to Permit Human Rights and Humanitarian Organizations Access to its Somali region of Ogaden. The House informed (d) ETHIOPIA. “That Funds appropriated by this Act that are available for assistance for Ethiopian military and police forces shall not be made available unless the Secretary of State –
(A) certifies to the Committees on Appropriations that the Government of Ethiopia is implementing policies to–
(i) protect judicial independence; freedom of expression, association, assembly, and religion; the right of political opposition parties, civil society organizations, and journalists to operate without harassment or interference; and due process of law; and
(ii) permit access to human rights and humanitarian organizations to the Somali region of Ethiopia; and (B) submits a report to the Committees on Appropriations on the types and amounts of United States training and equipment proposed to be provided to the Ethiopian military and police including steps to ensure that such assistance is not provided to military or police personnel or units that have violated human rights, and steps taken by the Government of Ethiopia to investigate and prosecute members of the Ethiopian military and police who have been credibly alleged to have violated such rights.”
The EU’s head of International Unit Party Socialist democrat, Anna Gomes, MEP said
Ethiopia is one of the largest humanitarian and development aid receiver yet these donations are used incorrectly and corruptly. Western governmental Organizations and Western Embassies to Addis Ababa ignored the stolen donations and humanitarian aid that are being used as a political tool by the Ethiopian regime, which is contrary to EU rules on the funding”.
Ulvskog, MEP, in her part when she was speaking about the steps needed to be taken in order to stop the human rights abuses that is being committed against Ethiopian and Ogaden civilians, she said that the EU could use sanctions or words against Ethiopia or follow up documents andinformation like the one provided by Ogadeni whistle-blower, Abdullahi Hussein,who smuggled out one-hundred-hours filmed footage, to show the reality in the ground.
The UK government’s website saidlast week that there have been many reports of mistreatment associated with the Special police, including torture and executions of villagers accused of supporting the Ogaden National Liberation Front.
The UK government and the UN have pressed the Ethiopian government to articulate a reform plan for the Special police.The Ethiopian government has agreed this is needed,so we will encourage them to take action”, added the report.
The Rights Groups such as Human Rights Watch, Amnesty International and Genocide Watch have accused of Ethiopia that it has committed war crimes and crimes against humanity in Ogaden region. The ONLF accuses Addis Ababa similar charges of egregious human rights abuses against Somali civilians in the region.
John Holmes, The highest UN Official to visit Somali Region of Ogaden in part of its fact finding mission, since the Ethiopian crackdown (2007) called on a further investigation, a plan to wait its implementation until now.
Somali people of Ogaden Region, who has been deplored the international Community’s inaction and silence, when it comes to human rights violations committed at Ogaden region could now feel that they have been heard as the International Community including U.S, UK, EU and United Nations are ready to take action against those committed war crimes and crimes against humanity yet believe that they can get away with it.
