የዩክሬን / ስኮትላንድ መንገድ-እና ኢትዮጵያ
ዩክሬን በሶቭየት መፈራረስ ነፃ ሪፑብሊክ ከሆኑ ሐገራት አንዷነች፡፡ነጻ ብትሆንም ግን በቋንቋ ፣ሐይማኖት እና ባህል ለዩክሬናውያን ከሩሲያኖች በላይ የሚቀርባቸው የለም፡፡የዩክሬንና ሩስኪ ቋንቋዎች አማርኛ እና ትግርኛ ከሚመሳሰሉት በላይ እጅግ ተመሳሳይ ናቸው፣ባንድ ወቅት እንዲያውም ብሔሩ ሊትል ሩሲያ ሁሉ ይባል ነበር፡፡ሁለቱም ኦርቶዶክሶች ናቸው፡፡ ኢኮኖሚውን በተመለከተም ዩክሬን ነጻ ሐገር ነች ወይ ለማለት እስከሚያጠራጥር ድረስ በሩሲያ ላይ ጥገኛ” ነበረች”፡፡
ከዚች ሀገር የወጡ ክሊችኮን የመሳሰሉ ቦክሰኞች ግን አውሮፓዊ ለመሆን ሩሲያን መጥላት እና መራቅ እንዳለባቸው እና በኢኮኖሚውም ከሩሲያ መቆራረጥ እንዳለባቸው ይሰማቸው ነበር ፡፡ይህንንም ተግባራዊ ለማድረግ ነውጥ አስነሱና የሚሆነው ሁሉ ሆነ፡፡
በሌላ በኩል በ ብሪትሽ ኢምፓየር ፀሐይ አትጠልቅም ይባልላት የነበረችው ብሪታኒያ ውስጥ የምትገኘው ስኮትላንድ ፖለቲከኞች ስኮትላንድ ካላት ከፍተኛ የነዳጅ ክምችትእና ግዛቲቱ ለብሪታኒያ ከምታበረክተው ኢኮኖሚያዊ አስተዋፅዖ አንፃር ብትገነጠል ስኮትላንዳውያን ይበልጥ ተጠቃሚ እንሆናለን እያሉ ሪፈረንደም ለማካሔድ ቀን ቆርጠዋል፡፡

የስኮት ፖለቲከኞች መገንጠልን ቢቀሰቅሱም ግን አንድ ደሴት እና በርካታ ክፉና በጎ ታሪኮችን ስለሚጋሩዋቸው ኢንግላንዶች አንድም አሉታዊ ጥላቻን የሚፈጥር ቅስቀሳን አላደረጉም፤ የቅስቀሳቸው ሁሉ ማጠንጠኛ በመገንጠል ስለሚያገኙት ኢኮኖሚያዊ ጥቅም፣ ስለሚፈጠረው ተጨማሪየስራ እድል፣ስለሚጨምረው ኢንቨስተመንት፣በአውሮፓ ህብረት ስለሚኖራት ቦታ እና ተጠቃሚነት፣…..ወዘተ ነው፡፡ ምክንያቱም ስኮቶች ቢገነጠሉም ባይገነጠሉም ከኢንግላንዶች ጋር በደም፣ በታሪክ፣ በኢኮኖሚ፣… እጅግ የተሳሰሩ መሆናቸውን እና የሪፈረንደሙ ውጤት ይህንን የሚቀይር እንዳልሆነ እና መሆንም እንደሌለበት ስለሚያውቁ ነው፡፡
ወደ እኛ ሐገር ስንመለስ በዘመናዊቷ ኢትዮጵያ የመጀመሪያዎቹ የመገንጠል አቀንቃኝ የሆኑት ኤርትራውያን የተከተሉት መንገድ የየክሬኖቹን ነበር፡፡ከኢትዮጵያ ጋር ከሚጋሩዋቸው የሺ አመታት ታሪኮች፣ሐይማኖቶች፣ባህሎች ማንነቶች …..ሁሉ ይበልጥ የሚለያዩበቸውን እያጎሉ(ለምሳሌ የ50 አመት ቅኝ መገዛትን)፣ ብዙ ጊዜ ደግሞ የበሬ ወለደ ታሪክ ሁሉ እየጨማመሩ በኤርትራውያን ዘንድ የጥላቻ እና ንቀት ስሜትን ማስረፅ እና ለመገንጠል ትግሉ ህዝቡን ከጎን ለማሰለፍ ተጠቅመውበታል፡፡ከእንጀራ ይልቅ ፓስታ መብላት እንኳን እንደ ልዩነት ማጉያ ሆኖ በፕሬዚደንት ደረጃ ባለ ሰው ትንታኔ ይሰጥበት የነበረ መሆኑ ምን ያህል ልዩነትን ለማጉላት እንደሚጥሩ ማሳያ ነው፡፡ከብሔርም አማራ ተለያቶ በኤርትራውያን ዘንድ እንዲጠላ እንደተደረገ፣ ለኢትዮጵያ ትግሬዎች ንቀትን ለማስረፅ እንደተደከመ፣ ሌላው ቀርቶ ጥላቻው ከሁለቱም ወገን እንዲመጣ በ1977 ድርቅ ለትግራይ የተላከ ርዳታን በሻዕቢያ ነፃ ግዛት እንዳያልፍ መደረጉ፣ በባድመ ጦርነት ወቅት ሆን ተብሎ ህፃናት የሚማሩበት 1ኛ ደረጃ ት/ቤት (አይደር)መደብደቡ ….ወዘተ ስር የሰደደ ጥላቻ ማስረፅ የፖለቲካ ትርፍ ለማግኘት ምን ያህል እንደተሰራበት ማሳያዎች ናቸው፡፡


ነገር ግን ፓርቲው(ድርጅቱ)ኤርትራውያን መገንጠሉንም ሆነ አብሮ መኖሩን በተመለከተ የተሟላ እና ትክክለኛ መረጃ ኖሮት የሚበጀውን ራሱ እንዲመርጥ ከማድረግ ይልቅ ለፖለቲካ ስኬት ሲባል ህዝቡ ከወንድመቹ ጋር እንዲቆራረጥ ፣ የተዛባ አመለካከት እንዲኖረው፣ በኢኮኖሚ ሊኖር የሚችለው የጋራ ተጠቃሚነት እንዲቀር ካደረገ ፓርቲው ለህዝቡ ሳይሆን ለራሱ ስልጣን ሲል ህዝቡን ዘርፈብዙ መስዋትነቶችን እያሰከፈለ ነው ማለት ነው፡፡
የሚያሳዝነው ግን ይህ የ ኤርትራውያን ፖለቲከኞች አካሔድ የኢትዮጵያ ተቃዋሚዎች ሁሉ ተመራጭ መንገድ መሆኑ ነው፡፡ሕወሐት ሲጀምር አካሔዱ እንደዚህ ነበር፡፡ኦነግ አካሔዱ እንደዚሁ ነው፡፡የኦነግን ለየት የሚያደርገው ብዙሐንን የሚወክል ሆኖ እያለ የአናሳ ጥያቄን ማንሳቱ ና ይህንኑ አስተሳሰብ ማስረጹ ነው፡፡የፖለቲካ አስተሳሰቡ ተሳክቶ ኦሮሚያ ነፃ ሐገር ብትሆን በክልሉ ያሉትን በሚሊዮን የሚቆጠሩ አማሮች የኦሮሚያ ዜጎች እንደሚሆኑና እነሱን እኩል ማስተዳደር እንዳለበት፣አማራ ክልልም ጎረቤቱ እንደሚሆን እና ማህበራዊ፣ ኢኮኖሚያዊ፣ፖለቲካዊ እና የደም ትስስሩ እንዳለ ያሰበበት አይመስልም፡፡


የአሁኖቹ ተቃዋሚዎችም አንዳንዴ ፖለቲካዊ ድጋፍን ለማግኘት ጥላቻን ማስረፅ እንደተመራጭ አካሔድ ይከተላሉ፡፡ምንም አይነት የፖለቲካ አላማ ይኑረን የህዝብን ታረካዊ፣ ማህበራዊ እና ኢኮኖሚያዊ ትስስር ለፈተና የሚያቀርብ ፖለቲካዊ አካሔድ ከኢትዮጵያ ፖለቲካ ባህልነቱ ልናስቀረው ይገባል፡

አቶ መለስ ዜናዊ በአፍሪካ የጋራ መገማገሚያ መድረክ ላይ የፈፀሙት አሳፋሪ ወንጀል ሲጋለጥ

ከቅርብ ጊዜ ወዲህ በአፍሪካ ምድር ላይ ሰላምና ብልፅግና እዉን ያደርጋል ተብሎ በአፍሪካ ህብረትና በተለያዩ አለም አቀፍ ተቋት ታምኖበት የተቋቋመዉ እና “የአፍሪካ የጋራ መገማገሚያ መድረክ” (African Peer Review Mechanism) የተሰኘዉ ተቋም በአጭር ጊዜ ዉስጥ ሙሉ በሙሉ ሊባል በሚችል መልኩ የተነሳለትን አላማ እንደሳተ እና ከጥቅም ዉጭ እንደሆነ እየተነገረ ነዉ፡፡ በተያያዘም በተደራጀ የሙስና ሰንሰለት ተጠልፎ የግለሰቦች ኪስ ማድለቢያ እንደሆነም እየተገለፀ ይገኛል፡፡ ከዚህ ብዙ አፍሪካዉያንን ካሳዘነ ጉዳይ ጋር በተያያዘም በቀዳሚነት የቀድሞዉ የሀገራችን ጠቅላይ ሚኒስትር መለስ ዜናዊና ፓርቲያቸዉ ህወሐት/ኢህአዴግ አብረዉ እየተወነጀሉ ነዉ፡፡
ይህን አሳፋሪ የአቶ መለስን እና የፓርቲያቸዉን ተግባር በተመለከተ ለመጀመሪያ ጊዜ መረጃ የደረሰኝ ከሶስት ወር በፊት ሲሆን ፡ መረጃዉን ለጓደኛየ የላከችለት አንዲት በጉዳዩ ላይ ሰፋ ያለ ጥናት ያካሄደችና ብዙ ዘገባዎችን የሰራች አፍሪካዊ ጋዜጠኛ ነበረች፡፡ የላከችዉም ኢትዮጵያዉያን ሊያዉቁት ይገባል በሚል ነበር፡፡ ባደረግኩት መጠነኛ ጥናት እንደተረዳሁት ጉዳዮ ባልታወቀ ምክንያት ተዳፍኖ እንዲቆይ ህብረቱ ብርቱ ጥረት ያደረገ ሲሆን ፤ ህወሃት/ኢህአዴግም ጉዳዮ ከኢትዮጵያ ህዝብ ጀሮ እንዳይደር ብዙ ጥሯል፡፡ ያም ሆኖ ግን ጉዳዩን በተመለከተ የተለያዩ መረጃዎች ከዚህ በፊት በአንዳንድ የአፍሪካ ሚዲያዎች አማካኝነት ለህዝብ ይፋ ሊሆኑ ችለዋል፡፡ ነገር ግና እስከ አሁን ግልፅ በሆነ መንገድ መረጃዉ ለህዝብ እንዳልደረሰ ይነገራል፡፡
መረጃዎች እንደሚጠቁሙት “የአፍሪካ የጋራ መገማገሚያ መድረክ” (African Peer Review Mechanism) የተቋቋመዉ በ2003 ዓም ሲሆን ፤ የተቋሙ አላማም የእያንዳንዱን የሕብረቱ አባል ሀገር አጠቃላይ የፖለቲካ ፣ ማህበራዊ እና ኢኮኖሚያዊ ሁኔታ በተመለከተ በገለልተኝነት ጥናት እና ግምገማ ማድረግ እንዲሁም ከዚህ በመነሳት የፖሊሲ አቅጣጫችን ለኃብረቱ በማቀበል ኔፓድ ግቡን እንዲመታ ማድረግ ወይንም የአፍሪካን ሰላም እና ብልፅግና ማረጋገጥ ነዉ፡፡ በተለይም ተቋሙ በሰብዓዊ መብት አያያዝ ፣ በመልካም አስተዳደር ፣ ሙስና እና የሀብት አጠቃቀም ላይ ልዩ ትኩረት ሰጥቶ ይሰራል፡፡ ተቋሙ በእነዚህ እስትራቴጅክ የአፍሪካ ሀገራት ችግሮች ላይ መስራትና ለዉጥ ማምጣት ከተቻለ አፍሪካን ካለችበት ኋላ ቀርነትና ድህነት ማዉጣት ይቻላል የሚል እምነት አንግቦ የተነሳ ነዉ፡፡
ተቋሙ የአፍሪካ ሕብረት አባል ሀገራት መሪዎችን አቅፎ የያዘ ሲሆን ፤ የተቋሙ ፖሊሲ እንደሚጠቁመዉ በዋና ማስተባበሪያ ፅሕፈት/ቤቱ ስር በየሀገራቱ የሚቋቋሙ በገለልተኝነት የየሀገራቱን ሁኔታ የሚገመግም እና የሚተነትን ገለልተኛ አካላት አሉት፡፡ የእነዚህን አካላት ጥናትን መሰረት በማድረግም የየሀገራቱ መሪዎች በየጊዜዉን እየተገናኙ ይመካከራሉ ፤ ፖሊሲዎችን ይነድፋሉ ፣ መፍትሄ ያፈላልጋሉ፡፡
ከእጄ የገቡት መረጃዎች እንደሚያስረዱት የአፍሪካ የጋራ መገማገሚያ መድረክ አጀማመሩ የተሳካ የሚባል ነበር፡፡ በአጭር ጊዜ ዉስጥም በርካታ ሀገራትን በአባልነት ማቀፍ ችሎ ነበር፡፡ ሆኖም ግን ብዙም ሳይቆይ ጠቅላይ ሚኒስትር መለስ ዜናዊ ምንም እንኳን ከተቋሙ ምስረታ ጋር በተያያዘ ትልቅ ድርጃ የነበራቸዉ ሰዉ የነበሩ ቢሆኑም እንዲህ አይነት ገለልተኛ ተቋም በሚያፈቅሩት መንበራቸዉ ላይ የሚፈጥረዉን አደጋ ከጅምሩ በመረዳት በተቋሙ ላይ ጥቃት እንደሰነዘሩበት እነዚህ መረጃዎች ያሳያሉ፡፡
እዚህ ላይ ለምን እና እንዴት ብሎ መጠየቅ ተገቢ ይመስለኛል፡፡ ነገሩ እንዲህ ነዉ፡፡ የተቋሙ ፖሊሲ እና ህግ ሶስት የተቋሙ ንዑሳን ክፍሎች በየአንዳንዱ ሀገር ይደነግጋል፡፡ ከነዚህ ዉስጥ “የአፍሪካ የጋራ መገማገሚያ መድረክ የብሄራዊ አስተዳደር ጉባኤ” የተባለዉ የተቋሙ ዋና እስትራቴጅክ አካል ሲሆን ፤ ተግባሩም ግምገማና ጥናት በሚወክሉት ሀገር ላይ በማካሄድ ሪፖርት እንዲያዘጋጁና ለተቋሙ የበላይ አካል ማቅረብ ነዉ፡፡
የተቋሙ ፖሊሲ እና ህግ ይህ ንዑስ ክፍል የሚያካሂደዉ ጥናትና እና ግምገማ ነፃና ገለልተኛ እንዲሆን እና የሚያዘጋጀዉ ሪፖርትም ትክክለኛ ፣ ታማኝ እንዲሁም የሀገራቱን እዉነተኛ ገፅታ የሚያሳይ እንዲሆን በማሰብ ንዑስ ክፍሉ ፍፁም ከመንግስት ገለልተኛ እንዲሆን በግልፅ ደንግጓል፡፡ በዚህም መሰረት ክፍሉ ከፖለቲካዉ ገለልተኛ የሆኑ የህብረተሰብ ክፍሎችን ፣ ከተለያዩ ሲቪክ ማህበራትና ተቋማት የተዉጣጡ ግለሰቦችን ፣ ምሁራንን ፣ ተቃዋሚ ፖለቲካ ፓርቲዎችን የሚወከሉ ፖለቲከኛዎችን እና የመሳሰሉትን የሚያቅፍ ሲሆን ፤ ተቋሙን የሚመሩ ግለሰቦችም ፍፁም ከመንግስት ገለልተኛ መሆን ይኖርባቸዋል፡፡ ይሁንና ይህ የተቋሙ ፍፁም ገለልተኛ መሆን በጠቅላይ ሚኒስትር መለስ ዜናዊና በፓርቲያቸዉ ፍፁም አልተወደደም ነበር፡፡ በህዝባቸዉ ላይ የሚፈፅሙትን ዘግናኝ ወንጀል ለዓለም ህብረተሰብ አጋለጡብኝ በሚል እንደ ሂዉማን ራይቶች ያሉን አለም አቀፍ ተቋማትን አይን ላፈር ያሉት እና በሀገሪቱ ዉስጥ የሚንቀሳቀሱ ሲቪክ ማህበራትን ጉሮሮ ያነቁት አቶ መለስ ያንን መሰል ጠንካራ ተቋም በፍፁም የሚታገሱት አልሆነም፡፡ በተለይም በተቋሙ የሚካሄደዉ ጥናት እና የሚዘጋጀዉ ሪፖርት የኢትዮጵያ መንግስት ከሀያላኑ ሀገራትና እና ከተባበሩት መንግስታት ድርጅት እንዲሁም ከተለያዩ ምዕራባዊ ተቋማት በሚያገኘዉ ብድርና እርዳታ ላይ ችግር የሚፈጥርባቸዉ በመሆኑ ተማቋሙን በመዳፋቸዉ ጠልፎ ለመጣል እንዲንቀሳቀሱ እንዳስገደዳቸዉ የተለያዩ መረጃዎች ይጠቁማሉ ፡፡ እናም አቶ መለስ ጊዜ አላባከኑም ነበር ፤ በፍጥነት በሀገር ዉስጥ በተቋቋሙት የተቋሙ ንዑሳን ክፍሎችን ዉስጥ ጣልቃ በመግባት ተቀዋማቱን በቁጥጥር ስራቸዉ እንዲዉሉ ለማድረግ ደፋ-ቀና ይሉ ጀመር፡፡ በመጨረሻም ጥረታቸዉ ሰምሮ ተቋማቱን በመዳፋቸዉ ማስገባት ቻሉ፡፡ በተለይም “የአፍሪካ የጋራ መገማገሚያ መድረክ የብሄራዊ አስተዳደር ሸንጎን” የህዝብ ዉክልና በማሳጣት በኢህአዴግ የፖለቲካ ካድሬዎች እንዲሞላ በማድረግ እና የተመረጡ ካድሬዎችንም በመሪነት ቦታ ላይ በማስቀመጥ መንግስት በሀገሪቱ ላይ የሚፈፅመዉን ወንጀል በማጋለጥ የህብረተሰቡ ድምፅ ይሆናል ተብሎ የተጠበቀዉን ተቋም ጠመዘዙት፡፡
በወቅቱ ይህ አቶ መለስና ህገ-ወጡ ፓርቲያቸዉ የፈፀሙትን እኩይ ተግባር የአፍሪካ ህብረትና አባል ሀገራት ሊታገሉት እና ለምን ሲሉ ሊጠይቁ ይገባ ነበር፡፡ ሆኖም ግን ያለመታደል ሆኖ ያንን ያደረገ አካል አልነበረም፡፡ እንዴዉም ብዙ የአፍሪካ መንግስታት በሀገራቸዉና በህዝባቸዉ ላይ የሚፈፅሙትን አሳፋሪ ተግባር ለመሸፈን ሲሉ የእነ አቶ መለስን ተግባር እንደ ጥሩ ተሞክሮ በመዉሰድ በየሀገራቸዉ ተግባራዊ ያገርጉት ጀመር፡፡ ይህም ተጠናክሮ ቀጥሎ በስተመጨረሻ ተቋሙን የፖለቲከኞች መሰብሰቢያ እና መፈንጫ አደረገዉ፡፡ በጉጉት ይጠበቅ የነበረዉ ተቋም በዚህ ሁኔታ ከሸፈ፡፡ ከታለመለት መስመር ወጣ፡፡
አቶ መለስ እዚህ ላይ ብቻ አልተገቱም ፤ ጥረታቸዉን አጠናክረዉ በመቀጠል በስተመጨረሻ በተቋሙ አህጉራዊ ዋና ማስተባበሪያ ፅህፈት/ቤት ዉስጥ የራሳቸዉን ሰዉ ህገ-ወጥ በሆነና በሚያሳፍር መንገድ አስርጎ እስከማስገባት ደረሱ፡፡ ይህንንም በማድረጋቸዉ ተቋሙን በመዳፋቸዉ አስገብተዉት እንዲቆዩ እስችሏቸዋል፡፡
በአቶ መለስ አሻጥር የተቋሙ አሀጉራዊ ፅ/ቤት ሐላፊ ሆነዋል በሚል በተለያዩ የተቋሙ የቀድሞ ባለስልጣናትና አፍሪካዊ ጋዜጠኞች የሚወነጀሉት ግለሰብ አቶ አሰፋ ሽፋ በመባል የሚታወቁ የኢህአዴግ ሰዉ ሲሆኑ ፤ ሰዉየዉ ከህግ ዉጭ ለረጅም ጊዜ በስልጣን ላይ ቆይተዋል፡፡ ከዚህ ጋር በተያያዘ አንድ የቀድሞ የተቋሙ ባለስልጣን የነበረ ሰዉ ለአንድ ጋዜጠኛ ሲናገር “ምንም እንኳን የማስተባበሪያ ፅ/ቤቱ ሐላፊ በየአመቱ በጠቅላላ ጉዳኤ የሚመረጥ ቢሆንም ይህ አሰራር ግን በአቶ አሰፋ ላይ አልተተገበረም ነበር፡፡” ሲሉ ይናገራሉ፡፡ መረጃዎች እንደሚያሳዩት አቶ አሰፋ ወደ መንበረ ስልጣኑ የመጡት ከጠቅላይ ሚኒስትር ቢሮ የተቋሙ የኢትዮጵያ ተወካይ በነበሩትና በመንግስት ታማኝነታቸዉ በሚታዎቁት በአቶ ንዋይ ገብረአብ ተፅፎ በወቅቱ የፓነሉ (Panel of Eminent Person) ሰብሳቢ ለነበሩት ለፕሮፌሰር ሳዌር በተላከ ደብዳቤ ብቻ ነበር፡፡ ይህ አሰራርም ከተቋሙ ፖሊሲ ጋር ፍፁም የሚጋጭ ነበር፡፡
መረጃዎች እንደሚጠቁሙት አቶ መለስ ይህንን ህገ ወጥ ተግባር በሚፈፅሙበት ወቅት የዚህን ትልቅ ራዕይ ሰንቆ የተነሳ አሀጉራዊ ተቋም ጠቅላላ ጉባኤ በሊቀመንበርነት ይመሩ የነበረ ሲሆን ይህም ለአላማቸዉ መሳካት ሳይጠቀሙበት አልቀሩም፡፡ በተያያዘም አንዳንድ አፍሪካዊ ጋዜጠኞች ሰዉየዉ በተቋሙ ዉስጥ የነበራቸዉ ተቀባይነትም በተወሰነ መንገድ ጠቅሟቸዋል ሲሉ ይናገራሉ፡፡
አቶ አሰፋ ሽፋ የመጡበት መንገድ ከዚህም በላይ አስገራሚ ነበር፡፡ ጉዳዩን ሲከታተሉ በነበሩ አፍሪካዊ ጋዜጠኞች የወጣዉ መረጃ እንደሚያመለክተዉ ሰዉየዉ ማስትሬት አለኝ ብለዉ የትምህርት ማረጃ ለተቋሙ አቅርበዉ አቅርበዉ ነበር ፣ ያቀረቡት ማስረጃም ደቡብ አፍሪካ በሚገኝ አንድ ዩኒቨርሲቲ እንደተማሩ ያትታል፡፡ ሆኖም ግን ጋዜጠኞቹ ወደ ተባለዉ ዩኒቨርስቲ በመሄድ የሚመለከታቸዉ አካላትን ሲጠይቁ ያገኙት መልስ የሚያስደነግጥ ነበር፡፡ ዩንቨርስቲዉ እንዲህ የሚባል ሰዉ አላስተማርኩም በማለት አቶ አሰፋ ያቀረቡት ማስረጃ የሀሰት እንደነበር ገልጠዋል፡፡

የተለያዩ መረጃዎች እንደሚጠቁሙት ዛሬ በዚህ አፍሪካዊ ተቋም ዉስጥ ከሙስና ባሻገር የለየለት አንባገነናዊ እና ብልሹ አሰራርም ተንሰራፍቶ ይገኛል፡፡ ይህም ተቋሙን ግልፅ የሆነ የኦዲት ስርዓት እንኳን የሌለዉ እስከመሆን አብቅቶታል፡፡ ኦዲት ቢደረግ እንኳን ለይስሙላ እንጅ ተግባራዊ በሆነ መንገድ ወጭንና ገቢዉን ለመቆጣጠር እና ችግር ሲኖር የእርምት እርምጃ ለመዉሰድ አልነበረም የሚያስብሉ በርካታ ማስረጃዎች አሉ፡፡ ለምሳሌ በቅርቡ አንድ በዉጭ ሀገር ተቋም በተሰራ ኢዲት አቶ አሰፋ ሽፋ በግልፅ ያለ አግባብ የወሰዱት ገንዘብ እንዳለ በማሳየቱ ገንዘቡን ገቢ እንዲያደርጉ ቢጠየቁም ሰዉየዉ ግና የዉስጥ ግብረ አበሮቻቸዉን መከታ በማድረግ አሻፈፈረኝ ብለዉ የወሰዱትን ገንዘብ ሊመልሱ አላቻሉም፡፡ ቆይቶም ይህ አሳፋሪ ተግባር እንዲሁ ታልፏል፡፡

Arabsat locates jamming source in Ethiopian territories

Arabsat jammingArab Satellite Communication Organisation (Arabsat) has announced that many TV channels on-board its fleet of satellites have been the subject of intentional jamming for the past week up to today.
Arabsat engineers conducted detailed analysis to identify the source of the jamming, it was confirmed that this interference was originating from Ethiopian territories. It is not clear which broadcasts are targeted this time.
In Febrnuary 2012, Arabsat also said it suffered from jamming from Ethiopia. At the time, broadcasts from several Lebanese channels and Al-Jazeera have been jammed in the past year on the frequencies of Arabsat and Nilesat. However, Ethiopia tried to target the Erithrean Television, as well as broadcasts from Deutsche Welle, Al-Jazeera Arabic and VOA, and it seemed that most other jamming was unintentional.
In a statement, the satellite operator said “Arabsat expresses its resentment for such an illegal act and is surprise for this vandalism as there are no Ethiopian or Eritrean channels broadcast within Arabsat DTH bouquets. This jamming may be aimed at some opponents channels for one of the two countries channels that are broadcasted on board satellites near Arabsat 26 degrees East neighbourhood or on board other satellites which Arabsat has no relation with.
“Arabsat assures to its customers that it is tackling this issue both at national and international level. International Telecommunication Union and Arab League has been informed of this issue and several efforts are underway to mediate the situation.
“Arabsat will follow up the matter and take all appropriate actions to prosecute the culprit at the judicial authorities and the international organisation of frequencies and any legal means that may deem appropriate to ensure that any damage already incurred or to be incurred by the noise, will not go without legal action, regardless of whether this damage is direct or indirect.
“Arabsat is deeply thankful to its respected valued customers for their understanding and supporting for ARABSAT as this intentional jamming is beyond its control.

Study Reveals Ethiopian Customs & Revenue Authority Most Corrupt

A new survey conducted by Selam Development Consultants, assisted by JGAM Donors in collaboration with the Federal Ethics and Anti Corruption Commission, revealed Ethiopia’s Customs and Revenue Authority as the most corrupt government office followed by the construction permit and land administration offices.
Entitled “Perception of the Level of Corruption by Foreign Investors in Ethiopia”, the study, which also aimed at identifying public sector institutions that are more prone to corruption according to foreign investors operating in Ethiopia, states corruption in Ethiopia has generally decreased.
However, according to the survey, in institutions dealing with customs, import & export, foreign currency, taxes and tax collection, land acquisition for business purposes and other public utilities such as electricity and telecom corruption has shown an increase. “Even if there were no documented and study based focus areas so far in the commission, the findings of the survey are not new,” Ali Suleman, Commissioner of the Federal Ethics and Anti-Corruption Commission told Addis Standard. “Customs and Revenue, and public financial institutions have been the focus areas of the commission and will continue to be,” he added.
The survey stated that government contracts still need to be further improved as some respondents perceived that at least half of the government contracts involve unofficial payment averaging 24% of the value of contracts.
“This implies that the government still needs to work on the reform processes and reviewing the salary of civil servants,” says the survey.
The survey result also showed that lack of evidence, actions against those who commit corruption and clarity about corruption proceedings as the three top reasons why people would not report corruption to the relevant authorities.
More than 400 foreign investors, who are currently investing in Ethiopia, were included in the survey.

Nouvelle arrestation d'un journaliste en Ethiopie

Addis Abeba, 29 mai 2014 (AFP) - Le Comité de protection des journalistes (CPJ) a réclamé jeudi la libération d'un journaliste éthiopien arrêté lundi, le 10e acteur des médias incarcéré depuis fin avril dans ce pays.
"La détention sans inculpation d'Elias Gebru est le dernier acte en date du gouvernement éthiopien pour resserrer l'étau autour de la presse indépendante" en Ethiopie, a estimé dans un communiqué Mohamed Keita, responsable Afrique du CPJ, appelant "les autorités à relâcher immédiatement M. Elias et à cesser d'arrêter les journalistes dans le but d'étouffer l'information et le débat".
Selon l'ONG américaine de défense de la liberté de la presse, la détention d'Elias Gebru, rédacteur en chef du magazine indépendant Enku, a été prolongée mardi de 14 jours par un tribunal.
Le CPJ affirme, citant le site Awramba Times, édité par des journalistes éthiopiens en exil, que cette arrestation est liée à un éditorial de M. Elias sur un monument controversé érigé à la mémoire des Oromos, massacrés au XIXe siècle par les troupes de l'empereur Ménélik.
Selon le CPJ, les autorités estiment que cet éditorial est le déclencheur de sanglantes manifestations d'étudiants, qui ont protesté début mai dans plusieurs villes de l'Oromo contre un projet du gouvernement d'étendre son contrôle sur cette région, la plus vaste d'Ethiopie.
Neuf manifestants avaient été tués lors de "violences" liées à ces manifestations, selon les autorités éthiopiennes, qui avaient accusé "des médias locaux et étrangers" de les avoir encouragées. Des ONG ont affirmé que les forces de l'ordre avaient tiré à balles réelles sur les manifestants et que ce bilan était sous-évalué.
Fin avril, six contributeurs du blog indépendant Zone9 et trois journalistes éthiopiens avaient déjà été arrêtés, accusés d'"activités crimminelles graves", sans plus de précision.
Plusieurs journalistes, mais aussi des militants et des opposants, ont été condamnés ces dernières années en Ethiopie sur la base d'une loi antiterroriste controversée utilisée, selon ses détracteurs, pour étouffer la liberté d'expression et museler les voix dissidentes.
La Haut-Commissaire de l'ONU aux droits de l'Homme Navi Pillay a condamné début mai le climat de répression croissante des médias en Ethiopie et le secrétaire d'Etat américain John Kerry a évoqué son "inquiétude".
Outre M. Elias, au moins 17 journalistes sont emprisonnés en rapport avec leur travail en Ethiopie, deuxième pays d'Afrique comptant le plus de journalistes derrière les barreaux après l'Erythrée où la presse indépendante est interdite, estime le CPJ.

Ethiopian Roads Authority Back in Court Over United Insurance Claim

The case has been adjourned twice as the two parties attempted to find an amicable conclusion themselves
After seven months of negotiation towards an amicable settlement of the dispute between them, the Ethiopian Roads Authority (ERA) and United Insurance Company S.C are to take the battle back to the court.
The ERA filed a suit against United on July 24, 2013, following the termination of a road construction contract it had given to Tibebe Construction Plc on February 3, 2009 at an outlay of 546.9 million Br. United was a guarantor both for the advance payment extended to the contractor and for the due performance of what was provided in thecontract.
The deal was to construct a 47 km road extending from Sanja to Kerkera, in the North Gondar Zone of the Amhara Region. It was planned to be completed in three years.
Nonetheless, the contractor did not finalise it within the agreed period. Consequently, the authority extended the period for an additional six months, at the end of which the contractor was able to perform only 55.3pc of the total project. This led to the termination of the deal on February 13, 2013.
The remaining work was later awarded to the China Railway Engineering Group (CREG) on March 5, 2014, at a cost of 786.8 million Br.
Following the termination, the ERA filed a suit to the Federal High Court's 6th Civil Bench, claiming a payment of 139.2 million Br by theguarantor, United Insurance. This was for the 84.5 million Br advance payment paid to the contractor and 54.7 million Br pledged by the guarantor as a performance bond. The remainder was made up from nine percent legal interest.
The ERA paid to the contractor a total of 123.6 million Br as an advance payment, including the 24.9 million Br for the purchase ofconstruction materials, says its charge. Out of this sum, the Authority was able to recollect 39 million Br in the form of deductions from payments made to the contractor for the works it had done according their deal.
United responded to the charge on October 16, 2013, and the oral proceeding was set to take place on November 21, 2013. On that day, however, the parties told the court that they were conducting negotiations to settle the problem amicably.
United also presented a copy of a Certified Payment Order (CPO), evidencing that it has already issued a payment order of 52.6 million Br for the ERA in accordance with the advance payment bond it extended to the contractor, although the plaintiff did not withdraw its charges.
In a positive response to the demand of the parties to extend the oral hearing so that they could reach a negotiated end, the court has adjourned the case twice between November 21, 2013 to May 21, 2014.
Nonetheless, when the parties appeared at the court last Wednesday, the expected amicable settlement was not brought to the judicial Bench presided by judge Shamsu Sirgaga.
Rather, the insurer came up with a petition requesting for the addition of Tibebe construction plc as a defendant in the suit. Judge Shamsu adjourned the case until May 30, 2014 to give a ruling on the question forwarded by United.

Zionists to receive Moskowitz Prize in Jerusalem

The Moskowitz Prize for Zionism will be awarded to five recipients in a ceremony at the National Park at Emek Tzurim in Jerusalem on Thursday evening.

The annual prize, totaling $100,000, was established by US physician, businessman and philanthropist Dr. Irving and Cherna Moskowitz, as an “expression of support for people who put Zionism into action” in modern Israeli society.

This year, the prize will be divided into two categories, the traditional Lion of Zion, awarded to Israeli citizens who have addressed the challenges facing modern Zionism in spheres such as education, research, settlement, culture and security; and the Spirit of Zion, an award for young Israelis pursuing new Zionist initiatives.

This year’s recipients of the Lion of Zion prize are Dr. Gabriel Barkay, Michael Freund and Rav Yosef Zvi Rimon.

Freund founded Shavei Israel, an organization dedicated to reaching out to “lost Jews” around the world and reconnecting them with their heritage and the State of Israel. Shavei Israel has reconnected, among others, the communities of Bnei Anousim in Spain, Portugal and South America; the Bnei Menashe tribe in India; Subbotniks in Russia; Kaifeng Jews from China; Jews from the Amazon; and Inca Jews in Peru.

Rabbi Yosef Zvi Rimon is rabbi of Alon Shvut in Gush Etzion and a faculty member of the Har Etzion Hesder Yeshiva and Midreshet Migdal Oz. Rimon established JobKatif – helping to ensure families displaced from Gush Katif and northern Shomron in 2005 to rebuild their lives with “dignity and honor” and JobIsrael, helping people to find gainful employment throughout the country.

Archeologist Dr. Gabriel Barkay is director of the Temple Mount Sifting Project, established in 2004 under the auspices of Bar-Ilan University to sift all the debris removed from the Temple Mount in an effort to retrieve the many lost artifacts.

The Spirit of Zion prize will be awarded to Aftamo Yosef, founder of the Tzeida Laderech program for Meaningful Service, helping Ethiopian-Israeli youth realize their potential through IDF service; and Netanel Ellinson, author of the Hiker’s Guide to Samaria, which encourages tourism to the area. 

The facts on progress for Ethiopian-Israelis

hula Mola and IAEJ are rightly concerned about the enduring challenges facing Ethiopian Israelis and we applaud their advocacy efforts. However, the concerns expressed in their recent posting are misdirected.
The comprehensive data regarding the impact of the range of programs for Ethiopian Israelis actually reveals encouraging trends. So getting the facts straight is important:
Fact 1: Ethiopian Israeli children who have participated in the PACT program are only today reaching matriculation age and therefore, we cannot have a holistic picture of their educational success to date, and certainly not of their experience in the army or labor force. Instead, we have encouraging snapshots from the educational evaluations that show real progress: according to the Authority for Measurement and Evaluation of the Israeli Ministry of Education, Ethiopian Israeli elementary school students have very significantly narrowed the gaps. Their scores are at 91% of other Israeli Jewish students in mathematics; 88% in English language skills; and 83% in Hebrew language skills. In fact, a formal evaluation of the PACT program showed that by the end of preschool and first grade, the percentage of Ethiopian Israelis doing poorly was reduced by some 40% in language and by some 55% in mathematical thinking.
Fact 2: While it is the case that “just 26.4% of grade 12 Ethiopian Israeli students qualified for high level matriculation,” a closer look at the facts reveals exponentially impressive progress in this pursuit in under a decade: from 2001-2010, a full 100% or doubling in the percentage of high school-age Ethiopian Israelis who have secured these matriculation diplomas.
Fact 3: Concerns about employment in the Ethiopian Israeli community are well founded, but since 2002, the employment rate of Ethiopian Israeli women, as an example, has doubled from 30% to over 60%. A number of factors have contributed to this dramatic improvement, including JDC-Israel’s nationally implemented Eshet Chayil program to encourage employment. Additionally, JDC, in partnership with the Ministry of Economy, has established a career development and advancement initiative that includes a focus on Ethiopian Israelis in low-paying jobs. By the end of 2014, the program will be fully operational and integrated into the general employment services Beersheba, Hadera, and Rehovot. Expansion is planned for six additional cities in 2015.
Taken together, these trends point to marked improvements in the areas of education, matriculation, and employment among a population that only came home to Israel a little more than 20 years ago.
So are there gaps left to be closed?
Of course and we couldn’t agree more on this with IAEJ— but let’s be clear about goals and expectations. The programs we designed, piloted, and that were taken over by the Government of Israel were always meant to successfully narrow gaps but did not expect to eliminate them altogether. Indeed, if eliminating gaps were the only measuring stick for success for these kinds of programs, such interventions around the world (including Head Start in America) would all be terminated over time for not reaching that lofty goal.
Does more need to be done?
Absolutely — and only with the Ethiopian Israeli community, Israeli NGOs, and the Government, can we continue to make this happen and we see IAEJ and all concerned leaders and activists as our essential partners as we move forward.
While the task is not complete, the tens of millions of dollars invested in philanthropic resources from our partners as well as additional Government of Israel funds in programs, despite problems and challenges, have significantly reduced the critical gaps among Ethiopian Israelis.
The reality is that even though the integration of any group of immigrants takes time (and this aliyah is barely 20 years old), and we all wish results and change moved faster, an enormous amount has been achieved within a society that itself only 66 years old.
So let’s work together towards new solutions, and continue to close those painful gaps that have deterred Ethiopian Israelis from taking their rightful place in Israeli society.

Vulnerable South Sudanese refugees relocated by air in Ethiopia

AKOBO, Ethiopia, May 28 (UNHCR) – When South Sudanese refugee Nyabang Gut was informed that she and her family would be relocated from the border to a refugee camp in Ethiopia by helicopter, she started to cry.
The only words she could say to the humanitarian workers getting her four children on the aircraft was a simple: "God bless you."
Nyabang and her children had arrived a week earlier in Akobo, a remote town in eastern South Sudan on the border with Ethiopia. About 34,000 South Sudanese refugees, fleeing conflict in their country since December, have arrived at Akobo in Ethiopia. Most, like Nyabang carry little with them as they are intent on just getting their children to safety.
To add to her problems, her youngest child, Nerek, suffers from severe hydrocephaly – an abnormal accumulation of brain fluids that causes pressure inside the skull and progressive enlargement of the head, as well as convulsions, tunnel vision, and mental disability.
Nyabang has her own physical difficulties as well. She sustained a bullet wound to her ankle during fighting between government forces and rebel fighters in South Sudan and suffers severe discomfort, though the wound has healed.
Most of the South Sudanese who have arrived in Akobo since December, had no choice but to take a 15-hour boat ride along the Baro River to relative safety. They arrive in Burubiey in Ethiopia, where they spend the night in a makeshift camp and the next day are bused to a new UNHCR-run refugee camp in Kule II.
But now the most vulnerable can avoid this arduous trip aboard the helicopter, chartered by UNHCR with the support of the International Organization for Migration (IOM), from Akobo to the emergency hospital at Leitchuor refugee camp – and eventually to Kule II.
All South Sudanese arriving in Akobo are registered by UNHCR and Ethiopia's national Administration for Refugee and Returnee Affairs (ARRA) and receive assistance. After that, they are screened and those identified as unable to take the boat trip are put on the flight. Priority is given to pregnant and lactating women, older people, children aged under one year, the injured and people with mobility problems and their relatives.
Soon after Nyabang and her family left aboard the helicopter from Akobo, another group of refugees arrived. Among them was 23-year-old Nyamach Lual, who approached the improvised UNHCR airstrip with her aunt, 54-year-old Cicilena Peter. The older woman could barely walk and yet had made the difficult journey in South Sudan to Akobo, where they arrived two weeks before.
Nyamach has taken care of her aunt since the beginning of the conflict, as her uncle was killed. They fled from Malakal, the capital of South Sudan's Upper Nile State, which borders western Ethiopia's Gambella state.
In Malakal, they were sheltered at a base for the UN Mission for South Sudan, along with thousands of civilians, but were forced to flee because of the attacks against the base. But Nyamach, as well as her five-year-old child and a number of relatives, had to make their way on foot, a journey that took eight days.
As she prepared to board the UNHCR helicopter, Nyamach said: "We feel good and relieved, as we are not fleeing again. We feel secure."
The UNHCR-chartered helicopters are also used to deliver food, medicine and technical equipment to support protection and registration needs. A significant amount of cargo has been transported, including telecommunications equipment to set up a UNHCR office in the city of Nyinyang, which covers the Leitchuor camp.
This helicopter operation started at the end of March and will continue at least for two months. There are five flights a week. UNHCR is seeking authorization from the Ethiopian authorities to expand the operation to other locations, in a region where refugees are arriving in very remote areas with little if no infrastructure. Many are suffering from ill health and lack of nutrition from their days and weeks on the road in search of a safer immediate future for them and their families.

As Israelis flocked to the nation’s capital to celebrate Jerusalem Day, hundreds of Ethiopian Israelis came together on Mount Herzl Wednesday to commemorate loved ones who died during their mass exodus to Israel.
The annual ceremony, the “Memorial Day for Ethiopian Jews who perished on their way to Israel,” is observed annually to commemorate the estimated 4,000 Ethiopian Jews who died on their perilous journey to Israel from Ethiopia through Sudan in the 1980s and early 1990s.
Prime Minister Binyamin Netanyahu and President Shimon Peres attended the ceremony held near the memorial for fallen Ethiopian Jews, resembling an abandoned Ethiopian village, with the names of some 1,500 perished, etched in stone.
“Even upon your arrival to Israel, the difficulties have not disappeared, of that I am aware. Some of you are still dealing with the ropes of absorption in Israel, while simultaneously you plow the way for young people born here – Tzabarim of Ethiopian immigrants,” said Netanyahu.
“It is important for me that you know that our ears are attentive to your hearts’ desires, your pains and your aspirations,” he added.
The prime minister emphasized the “numerous initiatives” to promote Ethiopian absorption in all areas of Israeli society including, social services, housing, education, and ensuring equal opportunities.
“I have no doubt that time will heal.  As the years pass – the difficulties will decrease and the vices of racism and discrimination will vanish. We will fight them together and we will defeat them. No trace of them will remain,” he said.
Peres, as in every year, also paid tribute to the fallen, placing a wreath at the memorial site.
“Nobody talks about the suffering, and what we had to give up coming to Israel,” Keren, who asked to be identified only by her Hebrew name, told The Jerusalem Post on Wednesday. “I feel like it makes us a part of Israeli society, but in the worst possible way, not as a celebration, but to be united with other Israelis and other Jews because you suffered like them, because you sacrificed a lot and family members died.”
According to Keren, Israelis have a “long way to go,” as a majority are unaware of the hardships faced by Ethiopian Jews during their mass exodus. “Ethiopians are referred to as statistics; nobody talks about how brave people were, the sacrifices they made, and that they were waiting for years to come to Israel.”
Keren immigrated to Israel with her family in 1984, traveling through Sudan prior to being flown into the country via Operation Moses.
“Growing up I knew about Sudan, but we never talked about it, only in University did I get back to my roots and start to think about my family and our background and how they survived in Sudan with four of their kids,” she said.
Keren adds: “For me the most important thing, more than the media attention and state officials’ attentions, is that this ceremony helps my younger brother and children born in Israel to Ethiopian families to connect to their roots and rediscover their heritage.”
