የኢትዮጵያ ቴሌኮም ችግር ኔትወርክ ብቻ ሳይሆን ጠቅላላ ሲስተሙ ነው ተባለ

የኢትዮጵያ ቴሌኮም ችግር ኔትወርክ ብቻ ሳይሆን ጠቅላላ ሲስተሙ ነው ተባለ

‹‹ከቴሌኮም ማስፋፊያ ሥራ ጋር በተያያዘ የተወሰኑ ችግሮች እየተስተዋሉ ነው›› ኢትዮ ቴሌኮም
በተለይ በአዲስ አበባ ከተማ የቻይናው ህዋዌ ኩባንያ ለኢትዮ ቴሌኮም የሞባይል ኔትወርክ ማስፋፊያ ሥራዎችን እየሠራ ቢሆንም፣ ቀደም ብሎ ይታወቅ ከነበረው የኔትወርክ ችግር በተጨማሪ ሌሎች ሲስተሞችም ከአገልግሎት ውጪ መሆናቸውን ተጠቃሚዎች እየገለጹ ነው፡፡
ኢትዮ ቴሌኮም በበኩሉ በትግበራ ላይ ካለው የቴሌኮም ማስፋፊያ ጋር በተያያዘ የተወሰኑ ችግሮች መኖራቸውን አምኖ፣ ቀደም ብሎ ሥራውን ከመጀመሩ በፊት ችግሮች ሊያጋጥሙ እንደሚችሉ ማስታወቁን በማስታወስ፣ የተጋነነ ችግር ባለመሆኑ በቅርብ ቀን ሁሉም ነገር እንደሚስተካከል ገልጿል፡፡
የኢትዮ ቴሌኮም ደንበኞች እንደገለጹት፣ የ1.6 ቢሊዮን ዶላር ፕሮጀክት ከአንድ አገር ለመጡት ሁለት የቻይና ኩባንያዎች ማለትም ዜድቲኢና ሁዋዌ ሲሰጥ ጥሩ አገልግሎት እንደሚያገኙ ተስፋ ቢያደርጉም፣ አገልግሎቱ ከሳምንታት ያለፈ አልሆነም፡፡ ሁዋዌ የኔትወርክ ችግርን ለመቅረፍ ሥራውን እንደጀመረ በተለይ ‹‹ኖኪያ ኔትወርክ ኤርያ›› በሚባሉት አካባቢዎች ችግሩ ለጊዜው በመፈታቱ ደስታ ተሰምቷቸው እንደነበር የገለጹት ደንበኞች፣ ከኢትዮ ቴሌኮም ኃላፊዎች በተሰጠ ጋዜጣዊ መግለጫ በሰኔ 2006 ዓ.ም. መጨረሻ ላይ የአዲስ አበባ ኔትወርክ ችግር መቶ በመቶ እንደሚቀረፍ ሲገለጽ፣ ደስታቸው እጥፍ ድርብ እንደነበርም ተናግረዋል፡፡
የኃላፊዎቹን ገለጻ በትክክል መስማት አለመስማታቸውን እስከሚጠራጠሩ ድረስ፣ መቶ በመቶ የኔትወርክ ችግር ይቀርፋል በተባለበት ወር ሙሉ በሙሉ ባይሆንም፣ ከፍተኛ የሆነ የኔትወርክ ችግር ተባብሶ መቀጠሉን አስረድተዋል፡፡
‹‹ፈጣን የኔትወርክ አገልግሎት ለማግኘት 3Gን ተጠቀሙ›› የሚለውን የቴሌኮም ማስታወቂያ ተከትለውና በአገልግሎቱ ተማምነው የ‹‹3G›› አገልግሎት ተጠቃሚ መሆናቸውን የሚገልጹት ደንበኞች፣ የሞሉት ገንዘብ ተጠቅመውበት ሳይሆን ስልካቸው ሥራ ላይ ሳይውል ሒሳባቸው በነፃ መወሰዱ ችግራቸውን እንዳባባሰው ይናገራሉ፡፡
የችግሩን ሁኔታ ለማስረዳት በተለያዩ ቦታዎች በሚገኙት የኢትዮ ቴሌኮም ቅርንጫፍ መሥሪያ ቤቶችና ዋና መሥሪያ ቤት ቢሄዱም፣ እንኳን ችግራቸውን የሚያዳምጣቸው ቀርቶ በአግባቡ የሚያስተናግዳቸው በማጣታቸው አዝነው መመለሳቸውን ደንበኞች ገልጸዋል፡፡ ችግሩ በተለይ በሐምሌ ወር ቀጥሎ መባባሱንና የኔትወርክ ብቻ ሳይሆን፣ ኢትዮ ቴሌኮም ለተጠቃሚዎች (ደንበኞች) የለቀቃቸው የገንዘብ መሙያ፣ ማስተላለፊያ፣ ቀሪ ሒሳብ ማወቂያ ሲስተሞችና በአጠቃላይ ደውሎ መገናኘት አለመቻሉን አስረድተዋል፡፡
የቫውቸር ካርድ ገዝተው ለመሙላት ሲታገሉ አልገባ ያላቸው ደንበኞች፣ ባለሱቆች ችግሩን ያመጡት ይመስል ከእነሱ ጋር ግብግብ ላይ መክረማቸውንም አውስተዋል፡፡ በመሆኑም የሚመለከተው የመንግሥት አካል ችግሩን ተገንዝቦና አጣርቶ መፍትሔ የሚመጣበትን መንገድ ቢያመቻች የተሻለ መሆኑንና የኋሊት ከመሄድ እንዲያድናቸው የኢትዮ ቴሌኮም ደንበኞች ጠይቀዋል፡፡
ደንበኞቹ ያነሷቸው ችግሮች በከፊል መፈጠራቸውን ያመነው ኢትዮ ቴሌኮም ለሪፖርተር እንደገለጸው፣ የሚታዩትን አንዳንድ ችግሮች በዘላቂነት ለመፍታት ከፍተኛ ጥረት እያደረገ ነው፡፡
በትግበራ ላይ ካለው የቴሌኮም ማስፋፊያ ሥራ ጋር በተያያዘ፣ አዲሱን ሲስተም ከነባሩ ጋር በማጣጣም የትግበራ ሒደት በኢቪዲኦ፣ ዋን ኤክስ (1X) አገልግሎትና በካርድ መሙላት ዙሪያ የተወሰኑ ችግሮች እየተስተዋሉ መሆኑን አስረድቷል፡፡
ችግሮቹ የኢቪዲኦና ዋን ኤክስ፣ የሲዲኤምኤ ዳታ አገልግሎት መቆራረጥ፣ ከሽያጭ በኋላ የሚስተናገድ ሲም መቀየር፣ የጠፋ ሲም ማዘጋት፣ የተጓዳኝ አገልግሎቶች ትዕዛዝ በሲስተም ቶሎ ያለማለቅና ሌሎችም ችግሮች መሆናቸውን የጠቀሰው ኢትዮ ቴሌኮም፣ ያልተለዩትን ትዕዛዞች በመለየት በየ24 ሰዓት በደንበኛው አካውንት ላይ በየዕለቱ እየተሞሉ እንደሚገኙ አስታውቋል፡፡
ችግሮቹን ለመፍታት የቴክኒክ ቡድን አቋቁሞ በመሥራት ላይ መሆኑን የገለጸው ኢትዮ ቴሌኮም፣ ደንበኞች ችግሮቹ መኖራቸውን ተገንዝበው የማስተካከያ ሥራው ሙሉ በሙሉ እስከሚጠናቀቅ ድረስ በትዕግሥት እንዲጠባበቁ ጠይቋል፡፡

የኢትዮጵያ ብሮድካስት ኮርፖሬሽን (የቀድሞው የኢትዮጵያ ሬዲዮና ቴሌቪዥን ድርጅት) ሦስት ከፍተኛ ኃላፊዎች በቅርቡ ሥራቸውን በገዛ ፈቃዳቸው ለቀቁ።
የቀድሞ የኢትዮጵያ ሬዲዮና ቴሌቪዥን ድርጅት የወቅታዊ ጉዳዮች ዳይሬክተር የነበረው ጋዜጠኛ አሸብር ጌትነት፣ የትምህርታዊ ፕሮግራሞች ክፍል ምክትል ዋና ሥራ አስኪያጅ የነበረው አቶ ተመስገን ገ/ህይወት፣ የመዝናኛ ምክትል ሥራ አስኪያጅ የነበረው አቶ ፍቅር ይልቃል በወራት ልዩነት ድርጅቱን መልቀቃቸው ታውቋል።
የድርጅቱ ዋና ዳይሬክተር አቶ ብርሃነ ኪዳነማርያም ከጥር ወር 2006 ዓ.ም ጀምሮ ከዋልታ ኢንፎርሜሽን ማዕከል ከኃላፊነታቸው ተነስተው በኢቴቪ ከተሾሙ በኋላ የድርጅቱን የአሠራር ሥርዓት ለማስተካከል የወሰዱት ጠንካራ እርምጃዎች በኃላፊዎቹ እንዳልተወደደ ምንጮች ተናግረዋል።
በኢቴቪ ከከፍተኛ የመንግሥት ባለሥልጣናት ጋር የሚደረጉ የውጪ አገር ጉዞዎች በጥቂት ግለሰቦች ሞኖፖሊ ብቻ ተይዞ የቆየ ሲሆን፤ አዲሱ ዳይሬክተር ይህን አሰራር በመሰረዝ የሚመለከታቸው ሪፖርተሮች በየተራ ተመድበው እንዲሰሩበት ማድረጋቸው፣ አንዳንድ ኃላፊዎች የጥቅም ግጭት በሚያስከትል መልኩ ኢቴቪ ውስጥ እየሰሩ በግል ድርጅታቸው አማካይነት ሥራዎችን ለመወዳደር ማመልከታቸውና ይህም ተቀባይነት ማጣቱ፣ እንዲሁም ለሙስናና ብልሹ አሰራር ክፍት የነበሩ አሰራሮች እየተዘጉ መምጣታቸው ኃላፊዎቹን ሳያበሳጭ እንዳልቀረ ምንጮቹ ጠቁመዋል።
አንድ የድርጅቱ ባልደረባ ለሰንደቅ ጋዜጣ እንደተናገረው፤ አዲሱ ማኔጅመንት ሥር ነቀል ለውጥ እያደረገ መምጣቱ በአብዛኛዎቹ ጋዜጠኞችና ሠራተኞች ዘንድ ድጋፍ ማግኘቱን ተናግረዋል። አንዳንድ ኃላፊዎች ያለ ችሎታቸው ጭምር ተመድበው የሚሰሩበት ሁኔታ እንደነበርና ይህም በሰራተኛው ዘንድ ቅሬታ ሲቀርብበት ነበር ያሉት እኚሁ አስተያየት ሰጪ፤ ይህ ሁኔታ አሁን እንዲስተካከል መደረጉ አስደስቶናል ብለዋል። በኢትዮጵያ ሬድዮና ቴሌቪዥን ድርጅት ውስጥ የሚካሄደው ለውጥ በዚሁ ከቀጠለ በቀጣይ ሕዝባዊ ሚዲያ ለመፍጠር የሚያስችል ይሆናል ብለው እንደሚገምቱ ተናግረዋል።
የኢትዮጵያ ብሮድካስት ኮርፖሬሽን የዋና ዳይሬክተር ጽ/ቤት ኃላፊ አቶ ሙላት ገዛኸኝን በስልክ አግኝተን ለማነጋገር ያደረግነው ጥረት አልተሳካም።
    ባለፈው ሰኔ ወር አጋማሽ የሕዝብ ተወካዮች ምክር ቤት የቀድሞ የኢትዮጵያ ሬዲዮና ቴሌቪዥን ድርጅት ወደ ኮርፖሬሽን ደረጃ እንዲያድግ የሚደነግገውን አዋጅ ተቀብሎ ማጽደቁ ይታወሳል።

Nairobi, July 31, 2014--CPJ is alarmed by the detention of Addis Guday ("Addis Affairs") photojournalist Aziza Mohamed, who has been in custody for two weeks without charge. Police arrested Aziza on July 18 while she was covering Muslim protests near Anwar Mosque in the capital Addis Ababa, local journalists told CPJ. She is being held at the Addis Ababa police headquarters.
Police investigators presented Aziza before the Kirkos First Bench Court today but requested further time for their probe before bringing formal charges, local journalists said. According to local journalists who attended the hearing, police told the court that Aziza was inciting protesters to violence during the demonstration. However, Aziza told colleagues who visited her in detention that plainclothes policemen arrested her in a café near the protests, likely after noticing her camera. Police searched Aziza's home on July 26 and confiscated several music compact discs, local journalists said.
"Time and time again Ethiopian police use the guise of inciting violence as a pretext to silence media coverage of sensitive issues," said CPJ East Africa Representative Tom Rhodes. "Journalists should not pay with their freedom for doing their work. We call on authorities to release Aziza Mohamed immediately."
Since 2012, Ethiopian Muslims in Addis Ababa have protested alleged interferencein Islamic Council elections. The protests are a sensitive issue for the government, which fears a hardline Islamist influence in the predominantly Christian country, according to news reports. Both local and international journalists have been harassed for their coverage of the demonstrations.
Authorities arrested the former editor and managing director of the now-defunct faith-based magazine Ye Muslimoch Guday ("Muslim Affairs"), Yusuf Getachew and Solomon Kebbede, in July 2012 and January 2013, respectively. Both journalists were charged with inciting violence under Ethiopia's anti-terrorism legislation. Their cases are ongoing, local journalists said.
Aziza Mohamed is the second journalist jailed from the popular, privately ownedAddis Guday magazine. Police arrested editor Asmamaw Hailegeorgis along with eight other journalists and bloggers in April and this month charged them, along with one blogger in absentia, with inciting violence and terrorism, according tonews reports.
Ethiopia is the second worst jailer of journalists in Africa, with 17 journalists incarcerated including Aziza, according to CPJ research.
CPJ's repeated calls to government spokesman Shimeles Kemal went unanswered.

    Afr Leaders WHouse  The African Circus is coming to town. It is officially called “U.S-Africa Leadership Summit” (not Ringling African Brothers). It is scheduled to be held on August 5-6 in Washington D.C.  The theme of the “Summit” is “Investing in the Next Generation”.
    According to the pre-Summit hype, in the first ever “U.S.-Africa Leaders Summit, African leaders will have an opportunity to engage with President Obama, his Cabinet members, and other key leaders, including business executives from the U.S. and Africa, Members of Congress, and members of civil society.” It is expected to be a 5-ring circus with stages for “expanding trade and investment ties, engaging young African leaders, promoting inclusive sustainable development, expanding cooperation on peace and security, and gaining a better future for Africa’s next generation.”
    Human rights is definitely not on the menu. So, I must speak up! That is, speak truth to those in power who are indifferent to the powerless, those who abuse and misuse power and those who are “deaf to the voice of justice and consanguinity”, as Thomas Jefferson might have said.
    President Obama proclaimed on the Whitehouse web page, “I do not see the countries and peoples of Africa as a world apart; I see Africa as a fundamental part of our interconnected world – partners with America on behalf of the future we want for all of our children…” Is this some kind of “lawyerese” doubletalk? He specifically referred to “countries and peoples of Africa”. How about “leaders of Africa”? Are they a “world apart”? From a different world? “Partners” with America?
    Of course, the “countries and peoples of Africa” are not coming to Washington, D.C. African “leaders” are. That’s where President Obama and I part ways. Maybe not. I do not see “leaders and partners” in the African “leaders”; I see the proverbial pig in lipstick, to borrow a campaign metaphor from President Obama. “You know, you can put lipstick on a pig, but it’s still a pig. You can wrap an old fish in a piece of paper called ‘change.’ It’s still gonna stink after eight years,” declared candidate Obama on his way to the White House.
    I say you can assemble a whole bunch of African criminals against humanity, genociders, torturers and mass murderers in the White House and call them “leaders”, but after the lipstick wears off at the end of the day, they are who they are. You can wrap a whole bunch African dictators and thugtators in a fancy label and call them “partners”, but after rotting in power for decades, they stink to high heavens.
    I don’t want to rain on the African Leaders Circus parade. I can almost hear my critics bellyaching, “Here he goes again bashin’ and ribbin’ African leaders. He just never cuts them no slack.” In my defense, I interpose paraphrased wisdom from W.C. Fields. “Never give a dictator an even break”. The point is I have to tell it like I see it. The so-called African leaders meeting in the White House, in my view, are a breed apart who crawled from a planet where the rule of law is anathema and government wrongs are dolled up as human rights.
    Guess who’s coming to dinner at the White House?
    The guest list of African “leaders” and “partners” includes the names of some of the 21st Century’s worst criminals against humanity, killers, torturers, con men and scammers in designer suits and sunshades. Here is a partial list:
    Uhuru Kenyatta of Kenya: In office since 2013, Kenyatta is on trial at the International Criminal Court on various counts of crimes against humanity in connection with the communal post-election violence in 2008. The U.N. estimated some 1,200 people died in Kenya in weeks of unrest between December 2007 and February 2008, and 600,000 people were forcibly displaced. I predict the case against Kenyatta will be dismissed for “lack of evidence”  in October, unless it is continued again for the umpteenth time. (See my commentary, “Saving African Dictators from the ICC.)
    Paul Biya of Cameroon: In power since 1982, the 80-year old Biya is Cameroon’s second president since independence in 1960. Biya has decades-long record of  gross human rights violations including torture, extrajudicial killings and brutal crackdown on journalists, authors and protesting students.
    Blaise Compaore of Burkina Faso: After seizing power in a bloody coup in 1987, Compaore turned Burkina Faso into a private estate for himself and his cronies. His record of human rights violations include excessive use of force against civilians and detainees, maintenance of  harsh and life-threatening prison conditions and massive corruption.
    Paul Kagame of Rwanda: In power since 1994 (first as vice president and defense minister), a recent UN report accused Kagame of “stoking a rebellion in eastern Congo, across Rwanda’s border, that has led to the displacement of 300,000 people and the arrest, exile or killing of many political opponents and rivals.” Theogene Rudasingwa, Kagame’s former Ambassador to the U.S. reported hearing “Mr Kagame boast in 1994 that he ordered the shooting down of the plane carrying President Juvenal Habyarimana.” Kagame told BBC’s HardTalk programme in 2007 that he did not give a damn one way or the other. “I am not responsible for Habyarimana’s death and I don’t care, I wasn’t responsible for his security and he wasn’t responsible for mine either. He wouldn’t have cared if I had died and I don’t care that it happened to him.”
    Yoweri Museveni of Uganda: In power since 1986, Museveni has a long record of human rights violations. Human Rights Watch in 2012 reported, “President Museveni’s government has steadily tightened a noose around the media, civil society, the political opposition, and anyone else who might criticise his governance style. Over a dozen members of parliament have faced police interrogations and in some cases criminal charges for speaking out or participating in demonstrations against government policy.”
    Teodoro Obiang Nguema Mbasogo of  Equatorial Guinea: After seizing power in a bloody coup in 1979,  Obiang has rigged every election to stay in office with more than 95% of the vote. Obiang’s son and “crown prince” Teodorin Obiang was the subject of a 46-page civil forfeiture action filed by the U.S. Justice Department in California and the District of Columbia. The allegations included “extortion”, “money laundering” and the “misappropriation, theft or embezzlement of public funds by or for the benefit of a public official” of a foreign government.     José Eduardo dos Santos of Angola: In power since 1979,  dos Santos has been running his  government like a family business (more like a crime syndicate). His daughter, Isabel Dos Santos is the richest woman in Africa (even richer than the widow of the late Meles Zenawi); and according to Forbes Magazine Africa’s only female billionaire. Nearly 70 percent of the Angolan  population lives below the poverty line of $USD1.7 a day, while 28% live on less than 30 cents. dos Santos paid nearly USD$4 bn to the Chinese to build mixed residential development of 750 eight-storey apartment buildings, a dozen schools and more than 100 retail units. Nova Cidade de Kilamba is today a ghost town!
    Idriss Deby of Chad: In power since 1990, Deby has an atrocious human rights record. According to the 2013  U.S. State Department human rights report, “the most significant human rights problems [in Chad] were security force abuse, including torture; arbitrary arrests and lengthy pretrial detentions harsh prison conditions, denial of fair public trial, executive influence on the judiciary, and property seizures.”
    Joseph Kabila of the Democratic Republic of the Congo: Inherited the presidency from his father at age 30 in 2001. Kabila is said to be “the highest-paid politician in the world, pulling in an astonishing $75 million between July 2012 and July 2013, a nearly $40 million lead over his closest competition.” His estimated net worth in 2013 was $215 million.
    Jacob Zuma of South Africa: Reelected in May 2014, he is currently facing a corruption investigation. The South African public prosecutor accused Zuma of improperly spending nearly USD$7 million to improve his private estate, calling  the expenditure, “unconscionable, excessive, and caused a misappropriation of public funds.” Chump change on the titanic scale of African corruption, but it says something about South Africa’s anti-corruption efforts.
    Goodluck Jonathan of Nigeria: He finally met the families of the abducted girls 100 days after the event. The terrorist group Boko Haram continues to massacre, maim and abduct thousands of innocent Nigerians every year as Johnathan dithers on whether to crush them, bribe them or amnesty them.  According to the annual U.S. human rights report, “massive, widespread, and pervasive corruption affects all levels of government and the security forces” in Nigeria.
    Yahya Jammeh of The Gambia: In power since 1994 when he was 29 years old following a military coup, the buffoonish Gambian leader shocked the world in 2007 by claiming that he is able to cure HIV/AIDS with concoctions of natural herbs and urged patients to abandon their retroviral medications. According to a 2014 Amnesty International report, Jammeh’s “government tolerates no dissent and commits serious human rights violations. Human rights defenders, journalists, political opponents and other Gambians who are critical of government policies continue to face intimidation, harassment, arbitrary arrest, detention, torture, ill-treatment, death threats and enforced disappearance.”
    Hailemariam Desalegn, the ceremonial prime minster of Ethiopia is expected to attend, though his puppet masters will remain in the shadows and within earshot as he hobnobs with the other African “leaders”.
    There are some African “leaders” who apparently were not invited to dinner. Old Robert Mugabe of Zimbabwe and International Criminal Court war crimes suspect Omar al-Bashir will not be there. It seems the invitations sent out to the “leaders” of Eritrea, Guinea Bissau and the Central African Republic  were lost in the mail.
    To be perfectly frank, the thought of being in the same room (city) with these criminals and con men gives me the willies.
    African beggars making a beeline at the White House? 
    President Obama is optimistic that these African “leaders” can “partner with America on behalf of the future we want for all of our children.” I do not see it that way. I see them as beggars in America who strike a bad example of beggary for future African children.
    The culture of beggary among African leaders is not something I discovered. It was foretold decades ago by the famed Nigerian nationalist, author and statesman Chief Obafemi Awolowo.  In 1967, at the 4th Summit meeting of the Organization of African Unity, Chief Awo spoke prophetically: “Today, Africa is a Continent of COMPETING BEGGAR NATIONS. We vie with one another for favours from our former colonial masters; and we deliberately fall over one another to invite neocolonialists to come to our different territories to preside over our economic fortunes.”
    African leaders, despite the millions and billions they have stolen and stashed away and Africa’s fabled wealth, are quintessentially beggars in the way they think and act.  When they are not pulling out their guns and knives to rob, cheat and steal from their people, they are holding out their begging bowls for alms from the international community.  Their motto is, “Ask what America, Europe, China… can do for Africa… Always.” They never ask what they can do for Africa by themselves without alms, charity and handouts from America, Europe or China.
    Who paid for the new African Union (AU) headquarters inaugurated in 2012 in Addis Ababa? That was “China’s gift to Africa.” China picked the entire USD$200 million tab for the building, fixtures and furniture. The China State Construction Engineering Corporation constructed the building using nearly all Chinese workers. Could “China’s gift to Africa” be China’s Trojan Horse in Africa?
    The late Meles Zenawi waxed poetic as he blessed the new building and consecrated the “continuing prosperous partnership” between Africa and China. Meles was the beggar-in-chief for Africa. He was the “step and fetch it” guy  at all of the G-something and climate change summits. I hang my head in shame whenever I think of Africa’s wealth and resources and the supposed inability  of African “leaders” to collectively come up with the chump change needed to build the most symbolic and iconic structure for the continent. They just had to beg!!! (See my commentary, “African Beggars Hall”.)
    Africa has long been a bottomless pit for alms and handouts. Dambissa Moyo argues, “In the past fifty years, more than $1 trillion in development-related aid has been transferred from rich countries to Africa. Has this assistance improved the lives of Africans? No. In fact, across the continent, the recipients of this aid are not better off as a result of it, but worse—much worse.” In 2013, bilateral aid (from single donor country to a single recipient country) to sub-Saharan Africa was USD 26.2 billion. Total bilateral U.S. development assistance from the USAID and the U.S.  State Department to sub-Saharan Africa was over $7.08 billion in FY 2012.
    Is the Dragon eating the Eagle’s lunch in Africa?
    Is the U.S. finally playing catch-up with China, the European Union and Japan who have been running African leadership summits (some say scams)? There is no question that China is today Africa’s largest bilateral trade partner.  Could it be that the U.S. is finally realizing China is eating its lunch in Africa? ( See my commentary, “The Dragon Eating the Eagle’s Lunch in Africa?”.)
    The Obama Administration has been talking about investments, trade, infrastructure development and stuff like that  for a few years. Last year, President Obama announced his “Power Africa Initiative” which was supposed to increase American energy company investments with a $7 billion aid package to back it up. The only kind of power I see in Africa today is abuse and misuse of power by African “leaders”. (See my commentary, “Power Africa? Empower Africans!)
    In 2012, President Obama invited a number of African leaders to a “Food Summit” and declared,  “The New Alliance for Food Security and Nutrition is a shared commitment to achieve sustained and inclusive agricultural growth and raise 50 million people out of poverty over the next 10 years by aligning the commitments of Africa’s leadership to drive effective country plans and policies for food security.” To implement the “New Alliance” and spark a Green Revolution in Africa, dozens of global food companies, including multinational giants Cargill, Dupont, Monsanto, Kraft, Unilever, Syngenta AG signed a “Private Sector Declaration of Support for African Agricultural Development”. Are Africans more food secure today than they were 20 or 30 years ago? (See my commentary, “Food for Famine and Thought!”)
    President Obama launched the Young African Leaders Initiative (YALI) in 2010 as a signature initiative to support upcoming young African leaders. How many young Africans are being trained in the U.S. today to strengthen democratic governance, and enhance peace and security across the continent? It seems the most capable young Africans who could strengthen democracy in Africa — young journalists, bloggers, opposition  leaders and peaceful dissenters — are being prosecuted, persecuted and jailed in large numbers. I wonder how many of the young leaders will actually return to Africa after tasting the good life in America!  (See my commentary, “Will the U.S. Stand by the Side of Brave Africans?”
    The “Awolowo Paradox”: How to kick the begging habit and beat the handout addiction
    African “leaders” must heed the prophetic and paradoxical words of Chief Awolowo if they are to save Africa and themselves. In his 1967 speech, Chief Awolowo cautioned African leaders:
    We may continue and indeed we will be right to continue to use the power and influence which sovereignty confers, as well as the tactics and manoeuvres which international diplomacy legitimatises, to extract more and more alms from our benefactors. But the inherent evil remains—and it remains with us and with no one else: unless a beggar shakes off and irrevocably turns his back on, his begging habit, he will forever remain a beggar. For, the more he begs the more he develops the beggar characteristics of lack of initiative, courage, drive and self-reliance.’
    I believe African leaders are rich beggars. When they look in the mirror, they do not see millionaires, billionaires and a continent brimming with wealth and resources. They see a reflection of themselves and a continent wallowing in an ocean of poverty and drowining in privation made opaque by corruption and human rights violation. They prove the proposition that poverty is not only a physical and economic state but also a state of mind.  Because they are morally bankrupt, they must always beg and endlessly seek to engorge themselves with alms, handouts and charity. It makes them feel better. The “begging habit” and the handout addiction is in their blood stream and the only question is whether they  “will forever remain beggars” as Chief Awo wondered so long ago.
    As a human rights advocate, I would only remind President Obama of his own words when he visited Accra, Ghana in 2009.  “…Make no mistake: history is on the side of these brave Africans, and not with those who use coups or change Constitutions to stay in power. Africa doesn’t need strongmen, it needs strong institutions…” I wonder if President Obama is making a big mistake by standing on the side of Africa’s “strongmen”.
    I get the heebie geebies just imaging President Obama standing on the side of Africa’s “strongmen” and wining and dining them in the White House. Eeek!
    My only question to President Obama is this: How can African leaders invest in the next generation when they are divesting and wasting the current generation?

    የምክር ቤቱ ፕሬዚዳንት ሼህ ኪያር ሼህ መሃመድ አማን፣ የኡላማ ምክር ቤት ፀሃፊ ሼክ ዚአዲን ሼህ አብዲላዚዝን  ጨምሮ ሌሎች የምክር ቤቱ አባላት ከትናንት በስቲያ ማዕከሉን በጎበኙበት ወቅት አልባሳት፣ የገላ ሳሙና፣ ዳይፐርና ሶፍት የመሳሰሉ መገልገያ ቁሳቁሶችን ለግሰዋል፡፡
    በጉብኝቱ ወቅት ፕሬዚዳንቱ ባደረጉት ንግግር፤ የማዕከሉ እንቅስቃሴና ተግባር ከጠበቁትና ከገመቱት በላይ መሆኑን ገልፀው “መቄዶንያ በየጎዳናው የወደቁትን አንስቶ ለክብር በማብቃቱ ትልቅ ባለውለታ ነው፣ ይህን ስራውን ሁላችንም መደገፍ በጎ ተግባሩን ለሃገር ብቻ ሳይሆን ለዓለም ማስተላለፍ አለብን” ብለዋል፡፡
    ተቋሙ ከአዲስ አበባ ውጪም ቅርንጫፍ ማዕከላት እንዲከፍት ምክር የለገሱት ፕሬዝዳንቱ፤ ሙስሊሙ ህብረተሰብ መቄዶንያን ማስታወስ አለበት ብለዋል፡፡ ማዕከሉንም ሁሉም የህብረተሰብ ክፍል እንዲጎበኘው ፕሬዚዳንቱ ጥሪ አቅርበዋል፡፡

    ይህ የዜግነት ቻርተር (ቃል-ኪዳን እና ሕገ-መሠረት) ከፖለቲካዊ አድናቂነት ነጻ የሆነ፤ ሁሉን-አቀፍ ምሰሶ የሆኑ መርህዎችን ያካተተ የማሕበረሰብ (የሲቪክ) ንቅናቄ ሰነድ ነው፡፡ ኢትዮጵያ ከየት ወደ የት ለሚለው አንገብጋቢ ጥያቄም መሰረታዊ መልስን ያቀፈ ራዕይን የሚያስተጋባ የኩሩ ዜጎች መለያ ነው፡፡ ይህም ማለት፡-
    • ቃልኪዳኑ ግልጽና ሁሉን-አቀፍ ሕብረተሰብ ለመገንባት የሚጠቅሙ የሲቪክ ባህሎችን ለማዳበር፤
    • በዴሞክራሲያዊት ኢትዮጵያ ብሔራዊ አንድነት፤ ሉዓላዊነት፤ ማህበረሰባዊ የራስ-በራስ አስተዳደርን የመሳሰሉ ልምዶች እንዲሰፍኑ በጠቅላላው መልካም የስልጣን አጠቃቀም ስነ-ምግባርን እውን ለማድረግ ለተነሳሱ ዜጎች፣ የሲቪክ ማህበራትና የፖለቲካ ፓርቲዎች የአንድነትና የወል ራእይና መመሪያ ሆኖ እንዲያገለግል፤
    • በዓለም-አቀፍ ተቀባይነት ያገኙ የሰብአዊ፣ የሲቪል፣ የባህልና የፖለቲካ ሁለንተናዊ መብቶች በመንግሥት ብቻ ሳይሆን ነገ ለልጆቻችን የምናወርሰውን በጎና መልካም ነገር ሁሉ በሚያስብ መንፈስ በዜጎችም እንዲጠበቁ የሚያስችል የሲቪክና የፖለቲካ ጥምር እንቅስቃሴን እውን ለማድረግ አስፈላጊነቱን ለማስገንዘብ፤
    • የረጅም ጉዞ እንቅስቃሴውን ፍሬያማ ለማድረግ ደግሞ ለግለሰብ ነጻነትና ክብር መጠንቀቅ፣ የህብረተሰብን ጥቅም ማቀፍ፣ የተለያዩ ባህሎችን ማክበር እና አዎንታዊ አመለካከት እንዲዳብር በማድረግ መሠረታዊ እሴቶችን መደገፍ ዋና ተግባሩ ነው፡፡
    ስለሆነም የዛሬው ትውልድ የነገይቱን ዲሞክራሲያዊት ኢትዮጵያ የሚገነባባቸው የኢትዮጵያዊነት መንፈስና የስልጣኔያችን መለዮች መሆናቸውን አጉልቶ ለማሳየት፤
    • አበው ድር ቢያብር አንበሳ ያስር እንዳሉት፤ የሲቪክ ማህበራትን ንቃትና በአንድ ግንባር ተሳትፎ ከፍ ለማድረግ የምንሻው ህዝባችንን ከአገዛዝ ስርአት እና ከጨቋኝ መንግስታዊ ስርዓት ለማውጣት ብቻ ሳይሆን ተመልሶም ለጭቆና እና ለአገዛዝ እጅ ላለመስጠትና ላለመንበርከክ መብቱን እና ሰብአዊ ክብሩን አስጠብቆ ከማንም ሳይለምን በፍቅር ተደራጅቶ ለመቆም ዋስትና የመሆን ሚና ስላለው ነው፡፡ ይህም በመሆኑ መብትና ግዴታዎችን በጽኑ እውን ለማድረግ የሚካሄደውን ትግል ኢትዮጵያውያን ሁሉ እንዲደግፉ ጥሪውን ለማስተጋባት፣ በመጨረሻም
    • ኢትዮጵያውያን በነፃነት መብትና ግዴታችንን በማክበር በመተሳሰብ ላይ የተመሰረተ አዲስ የአስተዳደር ባህል እንድናዳብር እና ይህ መልካም አስተሳብ ተግባራዊ መሆን ያለበት ወቅትም በመሆኑ ይህ ሰነድ አስፈላጊነቱ እጅግ የጎላ ነው፡፡ ከእንግዲህ ወዲያ የምንዘረጋው ሥርዓት ሃቀኝነትንና ዜጎችን ሉዓላዊ ያደረገ፣ የምንመርጣቸው መሪዎችም ለሕዝብ አገልግሎትና ተጠያቂነት የገቡትን ቃል በመወጣትና ባለመወጣት የሚመዘኑ እንዲሆኑ ስለምንመኝ ነው፡፡
    ይህ የቃል-ኪዳን ሰነድ ኢትዮጵያዊያን ሁሉ ጠንካራ የጋራ እንቅስቃሴ አድርገው ለእኩልነትና ለፍትህ የቆመ መንግስት በመመስረት ሀገራዊ ሉአላዊነትን፤ ሰብአዊ ክብርን እና የዜጎች ነፃነትን እንዲያስከብሩ የተዘጋጀ ሕገ-መሠረት ነው፡፡ በመሆኑም የሕዝብ ተጠሪ የሆኑ የፖለቲካ ፓርቲዎችና የሲቪክ ማህበራት ይህንን ሕገ-መሠረት አይተው እንዲወያዩበት፤ እንዲተቹበት እና የማሻሻያ ሀሳብ በማቅረብ ሰነዱ ውስጥ የተዘረዘሩትን መርሆዎችና አላማዎች በድርጅታዊ ፕሮግራሞቻቸው ውስጥ እንዲያካትቱ አጥብቀን እንጠይቃለን፡፡

    ኢትዮጵያ ከየት ወደ የት?
    እያንዳንዱ ትውልድ ከአባቶቹና ከእናቶቹ የወረሳቸውን መልካም የሆኑ ነገሮች ሁሉ የመጠበቅና ከዘመኑ አስተሳሰብ ጋር አስታርቆ የማቅረብ እንዲሁም ኢትዮጵያን የመጠበቅና የማስከበር ኃላፊነት አለበት፡፡ ዘመናዊዋ ኢትዮጵያም ሁሉም ዜጎቿ በማህበራዊ ኢኮኖሚያዊ እና ፖለቲካዊ ጉዳዮች በእኩል ተሳትፎ የሚያደርጉባት የተሰፋ ምድር መሆን እንዳለባት አያከራክርም፡፡
    የአሁኑን ትውልድ ምኞትና ተስፋ አዎንታዊ ለማድረግና ሀገሪቱ በአሁኑ ወቅት ያለችበት አስቸጋሪ ሁኔታ በመገንዘብ፣ ከአመለካከት አንፃር የጋራ ስምምነት እንዲኖርና ወጣቱ ትውልድ የአባቶቹን ታሪክ በውል ተረድቶ የውደፊት ምኞቱን እና ተስፋውን መንደፍ አንገብጋቢ ተግባራችን ነው፡፡ የኢትዮጵያ ማህበራዊ፣ ፖለቲካዊና ኢኮኖሚያዊ ስርዓት በቀላሉ የማይካዱ የውርስ ገጽታዎች ስላሉት ለተነሳንበት ዓላማ የሚጠቅሙትን ለምሳሌ ያህል እንጠቁማቸው፡-
    • ባለፉት ብዙ ምዕተ-ዓመታት አንዴ ሲጠብ አንዴ ደግሞ ሲሰፋ በኖረው የኢትዮጵያ ግዛት ጎልተው የሚታወቁ በአንድ ጎሳ ወይም ነገድ ስም ብቻ ወይንም ክልላዊነት የተመሰረቱ ሉዓላዊ መንግስታት አልነበሩም፡፡ እርግጥ የተለያዩ መንግስታት በየዘመኑ ሃይልና ጉልበትን መሰረት ባደረገ አካሄድ የስልጣን መደላድላቸውን ሲያጠናክሩ ቆይተዋል፡፡ የኢትዮጵያ ህዝብ ግን እንደአንድ አገር ህዝብ ደስታና ሃዘኑን በጋራ እየተካፈለ አብዛኛውን ጊዜ ተዛምዶና በባህል ተወራርሶ ኖሯል፡፡ ይህ የተዋረሰ ባህል እርስ-በርስ እየተቆራኘ ለቀሪው ትውልድ ያቆየው ባህል ዘመናዊ ዲሞክራሲን ለመገንባት ምቹ መንደርደሪያ መሆኑ አያከራክርም፤
    • በሀገሪቱ ውስጥ ክርስትና፣ እስልምናና ባህላዊ የሃይማኖት ሥርዓቶች ተፈቃቅደውና ተከባብረው መኖራቸው የአንጋፋዋ ኢትዮጵያን አብነት ያሳያል፡፡ በብዙ ሚሊዮን የሚቆጠር ሕዝብ ያላት ኢትዮጵያ የብዙ ቋንቋ ተናጋሪዎች ሀገር በመሆኗ፣ ተባብረው የሚኖሩበትንና የአናሳዎቹን መብት ለማስከበር የሚያስችል ዲሞክራሲያዊ ሥርዓት እንዲፈጠር ማድረግ አስፈላጊነቱ ግልጽ ነው፤
    • አልፎ አልፎ ከታዩት ከባድ የፈተና ዘመኖች በስተቀር ኢትዮጵያውያን በታሪካቸው ጠንካራ መለያዎችን ተጋርተዋል፡፡ በመልክዓ ምድራዊ አቀማመጥ ልዩነትም ቢሆን ቆለኛው ከደገኛው፣አርሶ-አደሩ ከአርብቶ-አደሩና ከነጋዴው ጋር በኢኮኖሚ ተደጋግፈው በባህል እየተወራረሱ ለዘመናት ኖረዋል፡፡ ገዳማት፣ አድባራትና መስጊዶች እንዲሁም የማህበረሰብ ተቋማትና የሰፈር ሽማግሌዎች ተቃራኒ ፍላጎቶችን በማስታረቅ ረገድ ለወደፊት የሚበጁ ሰላማዊ አደራዳሪ ተቋሞችን የምንገነባበት የባህል ቅርስ አጎናጽፈውናል፤
    • ኢትዮጵያ በአፈ-ታሪክ ብቻ ሳይሆን የረጅም ስልጣኔዋ መለያ በሆነው የሥነ-ጽሁፍ ታሪኳን (ፊደሎቿን) በመጠቀም ከትውልድ ወደ ትውልድ የሞራል፣ የፖለቲካ እና የቁሳቁስ ባህሎችዋን ስታስተላልፍ የኖረች አገር ናት፡፡ ከውጭ ስልጣኔዎች ጋር ባላት ግንኙነት ጭፍን ኩረጃ ሳይሆን የሚበጇትን ተቀብላ በረቀቀ ዘዴ ከባህሏ ጋር አጣጥማ የማስፋፋት ችሎታ የነበራትም አገር ናት፡፡ ለምሳሌ የሃይማኖት ገጽታን በሚመለከት፣ ከሌሎች አገሮች የሚለያት አርማዋ ከኢትዮጵያዊ እሴቶቻችን ጋር የተጣመሩ የአይሁዳዊ፣ የክርስትናና የእስልምና እምነቶች አብረው ለብዙ ዘመናት በሰላም መኖራቸውን ነው፡፡ እንዲሁም
    • የዛሬዋ ኢትዮጵያ ከፍተኛ የጦርነትና የፖለቲካ ሽብሮችና ውጥንቅጦች ጠባሳዎች ይታይባታል፡፡ ከነዚህም በኢጣሊያ ሁለት ጊዜ የተፈፀመባት ወረራዎችና ከዚያ ማግስት የተማከለ መንግስታዊ ቢሮክራሲ ለመፍጠር የተካሄዱ ሹኩቻዎች፣ በ1966 ዓ.ም በአብዮት ስም ሶሻሊዝም የተሞከረበት የመከራ ዘመን፣ በኤርትራ መዋሃድና እንደገና መገንጠል ወቅት የተካሄዱት የእርስ-በርስ ጦርነቶችን እንደምሳሌ መጥቀስ ይቻላል፡፡
    የነዚህ አስከፊ ጥቃቶች ውጤቶችና ፍልሚያዎች ብዙ ናቸው፤የርስ-በርስ መተማመን መቦርቦር፤ በአንዳንድ ወጣት ዜጎቻችን አስተሳሰብ ላይ በሃገር ከመኩራት ይልቅ ወደ ማፈር ቀስ በቀስ መለወጥ፣ የድህነት መናርና የወጣቱ ተስፋ ማጣት፣ ቡድናዊነትና ወገናዊነት በግልጽ የሚታዩ ችግሮች ሲሆኑ እስካሁን ድረስ መፍትሄ አልተበጀላቸውም፡፡
    በየወቅቱ የስርአቱ ካድሬዎች ጠብና ግጭት ማስወገጅያ ባህላዊ ልማዶችን በማጥፋትና ሽማግሌዎችን በመወንጀል ሕዝቡ በሃገር ሽማግሌዎች እና በመንግስት ሹማምንቶች ላይ ምንም አይነት እምነት እንዳያሳድር አድርገውታል፡፡
    ይህ ስር እየሰደደ የመጣው የአስተሳሰብ እና የአመለካከት ቀውስ ጎላ ወዳሉ ሁለት ድምዳሜዎች ላይ ያደርሰናል፡፡
    1ኛ) የምንገነባውን ዲሞክራሲያዊ ስርዓት በባለቤትነት እንድንቀበለውና እንድንኮራበት ከተፈለገ ጥራት ባላቸው የመንግስታዊ ስልጣን አያያዝ ባህሎቻችን ላይ የተመሰረተ መሆን እንደሚኖርበትና፤
    2) ለዘላቂ ብልጽግና፣ የዜጎችንም ሆነ የመንግስትን ሉዓላዊነቶች ለማስከበርና ለአፍሪካ ቀንድ መሪነትን ለመጎናጸፍ ከውጭው ዓለም ጋር በጋራ ጥቅሞች ላይ የተመሰረተ ትስስር ሲዘረጋ መሆኑን ነው፡፡ የጋራ እድልን በጋራ ለመወሰን የሚያስችለንም ነው፡፡
    በአይበገሬነት የቆየውና ቢወድቅ ነጥሮ የሚነሳው ኢትዮጵያዊ ክብር እና ጨዋነት ወደፊት ፍትሃዊነት የሰፈነበትን የመንግስት አወቃቀርና አሰራር ለመዘርጋትና “የነፃ-ዜጋ” ልደትን ለማብሰር እንደመሰረት ልንጠቀምበት ያስችለናል፡፡ ነፃ ዜግነት የጋራ ጥቅምን ከግል ጥቅም ጋር አጣጥሞ የሚያራምድ የልበ-ሙሉ እና የኩሩ ኢትዮጵያዊ መለያና አርማ ነው፡፡
    የኢትዮጵያን ትንሳኤ በሚመለከት ይህ ሰነድ የሚያራምደውን ፅንሰ-ሃሳብ የሚያሳዩ ሦስት ዋና ዋና መሰረታዊ መርሆች ተቀምጠዋል፡፡ እነዚህም፣
    1) የሕዝብ ውክልና እና አለኝታ ያለበት አስተዳደር፣
    2) ብዙሃኑ የአናሳዎችን መብት የሚያከብሩበት እና
    3) የኢኮኖሚ ነፃነት ናቸው፡፡
    እነዚህ መሠረታዊ መርሆዎች ተጨባጭ የፖለቲካና የኢኮኖሚ ተሀድሶ ዕቅዶችን ለመንደፍ የሚያገለግሉ ምስሶዎች ይሆናሉ፡፡ ሦስቱ የማይነጣጠሉ መሠረታዊ መርሆዎች ለዘላቂ ሰላም፣ ጠንካራ ኢትዮጵያዊ ማንነትንና በፍትሐዊ መንገድ የህዝብ ባለስልጣንነትን ያንፀባርቃሉ፡፡

    የኢትዩጵያ የሕዝብ አስተዳደር መለያ ምን ምን ናቸው?
    ነፃነት መሰረታዊ ትርጉሙ ብዙ አማሪጮችን ማግኘት ሲሆን፤ ለፍትሐዊ የህዝብ አስተዳደር ቅድመ መሰረቱ ነው፡፡ ዲሞክራሲ ደግሞ መሰረታዊ ትርጉሙ ነፃ ሕዝብ የመምረጥ መብቱን በስራ ላይ የሚያውልበት የውሳኔ መስጫ መንገድ ነው፡፡ በህዝብ ሉዓላዊነት የተመሰረቱ ወኪላዊ የዲሞክራሲ ይዘቶች–ግለሰባዊ (ሊበራል) እንዲሁም ወልአዊ (ሶሻል)–የዜጎችን መብቶችን (ማለት ህይዎትን፣ ነጻነትን፣ ሃብትን) በውክልና በማስከበር ደረጃ አብነትን የያዙ ናቸው፡፡ የዚህም መሰረቱ ዓለም አቀፍ ተቀባይነት ያገኙትን መብቶች ያካተተ ርዕስ-ሕግ በጽሁፍ ማጽደቅ ነው፡፡ ለዚህም ነው ይህ የቃል-ኪዳን ሰነድ መልካም የሆኑ ኢትዮጵያዊ እሴቶችንና ልንዘነጋቸው የማይቻለን የዘመናችን እውነታዎችን ያካተተ ርዕስ-ሕግ እንዲዘጋጅ የሚጠይቀው፡፡
    ስለ አገራችን ዲሞክራሲ ያለን አመለካከት በአገሪቷና በሌሎች ተመሳሳይ አገሮች የፖለቲካ ታሪክ ልምዶችና ተሞክሮዎች ላይ የተመሰረተ ነው፡፡ ከሁለተኛው የዓለም ጦርነት በኋላ የተጫኑብን ሶስቱ ህገ-መንግስቶች ይህ ነው የሚባል ፍትህ፣ እኩልነትና ብልፅግና አለማስገኘታቸው ግልጽ ነው፡፡ በብልጣ-ብልጥ ገዢዎች እጅ የሕዝብ ማደናገሪዎች ከመሆን አላለፉም፡፡ ነገር ግን በወረቀት ላይ የተቀመጡ ተገቢ መብቶች ይዋል ይደር እንጅ ሕዝቡ ሲነቃ እንዲከበሩለት ስለሚታገል ለዲሞክራሲያዊ ስርዓት ቀስ በቀስ ሥር መስደድ ቋሚነታቸውን መርሳት ስህተት ነው፡፡
    ከተሞክሮ እንደተማርነው እንከን-የለሽ የወረቀት ርዕሰ-ህግ በግብር ላይ መዋል የሚፋጠነው ትብብርንና የጋራ ኅላፊነትን ሳይታክቱ ለመብት ዘብ የመቆም ፈሊጥን ማዳበር ነው፡፡ በሰለጠኑት አገሮች ያንዱ መብት መገፈፍ የሁሉም መብት እንደመገፈፍ የሚቆጠረው አፍንጫ ሲመታ ዓይን ማልቀሱ አይቀርም እንደሚባለው ነው፡፡ ይኸ ባሕል በአገራችን ገና ጮርቃ ነው፡፡ ስለሆነም፣ ለጊዜው ምሽጋቸው በከተሞች የተወሰነው የፖለቲካ ድርጅቶች የገጠሩን መራጭ ማንቃትና መልሶም ከዚህ ሰፊ ሕዝብ ብልህ አስተሳሰብ መማር ግዴታቸው ነው፡፡
    ማንኛውም የመንግስት አስተዳደር መብቶችን ሲጥስ እያንዳንዱ ዜጋ ሕጋዊ እርምጃ ለመውሰድ እንዲችል በዓለም-አቀፍ ደረጃ የሚሰራባቸው ስሌቶች በስነ-ስርዓት እንዲመዘገቡለት መጣር አለበት፡፡ ይህ ቃል-ኪዳን የሚደግፈው ርዕሰ-ሕግ በሰብዓዊነታቸውና በዜግነታቸው ብቻ የሚገቧቸውን መብቶች ለጊዜው ስልጣን የያዘ አስተዳደር ሊጥሳቸው እንደማይችል በማያሻማ መንገድ የሚያስቀምጥ መሆን አለበት፡፡ እነዚህ መብቶች ከበደልና ከፍርሃት ነጻ መሆንን፣ የሕግ የበላይነት መስፈንን፣ የማስብና ሃሳብን በነፃነት መግለጽን፣ በአብይ የአገሪቱ ጉዳዮች ውሳኔ ላይ ተሳታፊ መሆንን፣ ከችጋርና ድንቁርና ነጻ መሆንንና በሁሉም መስክ እኩል መብት ማግኘትን የሚያካትቱ ናቸው፡፡
    ኢትዮጵያ ሊኖራት የሚገባትን ርዕሰ-ሕግ ሙሉ ይዘት በቅድሚያ ለመዘርዘር የዚህ የቃል-ኪዳን ሰነድ አላማም ሃላፊነትም አይደለም፡፡ ዳሩ ግን በውል ሊታሰብባቸው የሚገቡ አንዳንድ መሠረታዊ መመሪያዎችን ልንጠቅስ እንወዳለን፡፡ በዚህም መሠረት በዜጐችና በመንግሥት መካከል በግልጽ ውል ሆኖ የሚያገለግል ርዕስ-ሕግ፡-
    • በከፍተኛ የሕዝብ ውክልናና ተሳትፎ የሚዘጋጅ፣
    • ለሁሉም ዜጐች የፖለቲካ እኩልነትን የሚያረጋግጥና፣
    • የሴቶችን ተሳትፎ የሚያበረታታና ሃላፊነትን የሚያጐናጽፍ፣
    • መሰረታዊ የኑሮ ፍላጎቶች ካልተሟሉ ሌሎች መብቶች ሁሉ ምንም ፋይዳ ስለማይኖራቸው የነዚህን መብቶች አውራነት የሚያረጋግጥ፣
    • ዜጐች በመንግሥት ላይ ያላቸውን የመምረጥ እና እያገለገለኝ አይደለም ብለው ባመኑበትም ወቅት በሰላማዊ መንገድ ከስልጣን የማውድ ሥልጣን በግልጽ የሚያስቀምጥ፣
    • የሕግ የበላይነትን የማክበር ባህል በሕዝብና በባለስልጣኖች ዘንድ ሙሉ በሙሉ እንዲሰርፅ የሚያመቻች፣
    • የግለሰብ መብቶችን በማይጥስ መንገድ ሁሉንም ባህሎች ካለአድልዎ የሚያጠናክር፣
    • ግልፅና አስተናጋጅ ማህበረሰብንና በውድድር ላይ የተመሠረተ የገበያ ኢኮኖሚ ስርዓትን የሚያጎለብትና እንዲሁም
    • የመንግሥት ሥራ አገልግሎትን በተመለከተ ግልፅነት፣ ታዛዥነትና ታማኝነት እንዲሰፍኑ ሁኔታዎችን የሚያመቻች መሆን ይኖርበታል፡፡
    የምናምንባቸውን መርሆዎች በተግባር ልንተረጉማቸው ይገባል፡፡ ለዚህም ሲባል ነው የፖለቲካ ሥርዓት በህግ የበላይነት ስር እንዲሰፍን የግለሰቦችንና የነፃ ድርጅቶች ንቁ ጥበቃ የማያስፈልገው፤ አምባ ገነኖችም እነዚህን የመብት ሐዋርያዎች ምርኮኛ አድርገው ስልጣናቸውን በሰላማዊ መንገድ ለሕዝብ ለማስረከብ ፈቃደኛ የማይሆኑት፡፡
    የኢትዮጵያ ሕዝብ ርእሰ-መንግስትን በባለቤትነት የሚያቅፈው ዘላቂ ሰላምን፣ የህግ የበላይነትንና ፍትሕን አራማጅ ሆኖ ሲያገኘው ነው፡፡ ስለዚህ አዲሱ ርእሰ-ሕግ ሲረቅ ካለፉት ዘመናት ከተደረጉት ጥረቶችና ልምዶች የተገኙ ትምህርቶችን ያካተተና ከዚህ በታች በተዘረዘሩት መሠረታዊ መመሪያዎች ላይ የተመሰረተ መሆን እንዳለበት የቃል-ኪዳን ሰነዱ ያምንበታል፡፡ ስለዚህ ተረካቢውና ተከታዩ ትውልድ በባለቤትነት የሚጎናጸፈው መንግስታዊ ስርዓት የሚከተሉትን ይዘቶች ማንፀባረቅ ይገባዋል እንላለን፡-
    (ሀ) የኢትዮጵያን ሉዓላዊነትና ግዛት ማስከበር፡-
    የኢትዮጵያ ሕዝብ በረዥም ታሪኩ ነፃነቱንና አንድነቱን ጠብቆ በማቆየት በዘር በቋንቋ በሃይማኖት ሳይከፋፈል በማህበራዊ አሩ በቀላሉ የማይበጠስ ዝምድናና ትስስር ፈጥሯል፡፡ በዚህ ሁሉ የታሪክ ሂደት ውስጥ ታዲያ ታፍራና ተከብራ የኖረችውን ሃገራችንን ዳርድንበሯን እና ሉአላዊነቷን በማስጠበቅ ቀደምት አባቶቻችን ለሃገራቸው ክብር ሲሉ የከፈሉትን መስዋእትነት በማሰብ እና በመዘከር ለቀጣይ ትውልድ በማስተማር እና በማሳወቅ አዲሱ ትውልድ በሀገሩ እና በማንነቱ የሚኮራ እንዲሁም በሀገሩ ሉአላዊነት እና ዳር ድንበር ላይ ምንም አይነት ድርድርና ሰጥቶ መቀበል የሚል አስተሳሰብ እንዳይኖረው ማድረግ ያስፈልጋል፡፡ የሰውም አንፈልግ የኛንም አንሰጥ የሚለው የዘመናት እምነታችን እንደመለያ ለትውልድ ሊተላለፍ ይገባል፡፡ ኢትዮጵያና ጐረቤቶቿም የቀጠና ውል በማጽደቅ ቋሚ ሰላምንና ለጋር ጥቅም መዛመድን ማጠናከር ይበጃቸዋል፡፡
    (ለ) የግለሰብ መብቶች ቀደምትነት፡-
    የዲሞክራሲ ስርዓት ይዘት የሚመነጨው ከግለሰብ መብት ስለሆነ ነፃ ግለሰቦች የሚኖሩበት አገር ደግሞ በምንም መልኩ የቡድንን መብት ሊያፍን የሚችልበት አካሄድ ስለማይፈጥር የብዙሀኑን ጥቅምና የጥቂቶችን መብት ማስከበር በሚችል መልኩ የዜጎችን ሰብአዊና ዲሞክራሲያዊ መብት ማረጋገጥ ይቻላል፡፡ ይህም ሲሆን ግን ማህበረሰቡ የሚጸየፋቸውን ነውሮችን እና ጎጂ ልማዶችን እውቅና አይሰጣቸውም፡፡ “አንድ ዜጋ አንድ ድምፅ” ባለበት የአስተዳደር ሥርዓት፣ ግለሰቦች የፈለጉትን ድርጅት መደገፍ ከመቻላቸውም ሌላ ባህላዊም ሆነ ሃይማኖታዊ እሴቶቻቸውን ማክበርና ማጎልበት በሚያስችል መልኩ መብትን ያጎናጽፋቸዋል፡፡ ይህም ሲባል ዴሞክራሲ የብዙሃንን ፍላጎትን ብቻ የሚያስተናግድ ሳይሆን የአናሳ ቡድኖችንም መብት የሚያስከብር ስርዓት መሆኑን መገንዘብ ያስፈልጋል፡፡
    (ሐ) ለሕልውና መሰረታዊ ፍላጎቶችን የማግኘት ዋስትና፡-
    በቂ ምግብ መጠለያና ልብስ ማግኘት የህልውና መስረት ስለሆነ እንደ መሰረታዊ መብት ተቆጥሮ መንግስታት ለዜጎቻቸው የማሟላት ሃላፊነታቸው ብቻ ሳይሆን ግዴታቸውም መሆኑን አምነው ሲተገብሩት ይታያል፡፡ ስለዚህ በሃላፊነት እና በተጠያቂነት ሕዝብን የሚያገለግል መንግስት (ምንም ደሃ ቢሆን) በብዙ ሚሊዮን የሚቆጠሩ ዜጎቹ በረሀብ እያለቁ፤ ህፃናት በምግብ እጥረት በረሃብ ህይወታቸው ሲቀጠፍ እና በቀላሉ ሊወገዱ በሚችሉ በሽታዎች ሲጠቁ እያየ እንዳላየ የሚያልፍ ህሊና ሊኖረው ስለማይችል ማንኛውም በህዝብ ይሁንታ የተሰየመ መንግስት እነዚህን መሰረታዊ መብቶች የማሟላት ግዴታ ይኖርበታል፡፡
    (መ) የሃገሪቱ ብሄራዊ ቋንቋ(ዎች) እንዲኖር ማድረግ
    ሐገራችን ኢትዮጵያ የብዙ ቋንቋ ተናጋሪ ዜጎች ያሉባት ሃገር እንደመሆ መጠን ህዝቧ ተከባብሮና ተፋቅሮ የመኖሩ ባህላችን እንደተጠበቀ ሆኖ ለመጪው ትውልድ የማስተላለፍ ሃላፊነት ይኖርብናል፡፡ ይህ በመሆኑ ምክንያት ሁሉም የሃገሪቷ ዜጎች በየአካባቢያቸው የሚጠቀሙበትን ቋንቋቸውን የመጠቀም እና የማዳበር መብታቸው እንደተከበረ ሆኖ የሀገሪቷ ማህበራዊና ኢኮኖሚያዊ ጥቅም ለማቀላጠፍ የብሔራዊ ቋንቋ(ዎች) መኖር እጅግ አስፈላጊ ነው፡፡
    (ሠ) የመሬት ባለቤትነት መብትና ዋሰትና
    የመሬት ባለቤትነት ጥያቄ ከዜግነት ጥያቄ እኩል ሆኖ መወሰድ አለበት፡፡ ስለሆነም መሬት የግለሰብ መሆን ይኖርበታል፡፡ በግለሰብ ይዞታ ስር ያልሆነ እና በወል ያልተያዘን መሬት መንግስት በአደራ የማስተዳደር ኃላፊነት ሊኖረው ይገባል፡፡
    (ረ) ያልተማከለ መንግስታዊ ስርዓት፡-
    ያልተማከለ መንግስታዊ ስርዓት ሲባል በሀገሪቱ የሚዋቀሩ የራስ ገዝ ክፍላተ ሀገራት የሚኖሩትና አሃዳዊ ያልሆነ ማለት ነው፡፡ እነዚህ ክፍላተ ሀገራት ታሪካዊ ትስስርን እና መልካዓ-ምድራዊ አቀማመጥን ከግምት የሚያስገባ መሆን ይኖርበታል፡፡ መንግስታዊ አውታሮች የእርስ በእርስ ቁጥጥር እንዲኖራቸው ሆነው መዋቀር ይገባቸዋል፡፡
    (ሰ) ሁሉን-ወካይ የፍትህ፡ የወታደርና የሲቪል አገልግሎቶች፡-
    መሠረታዊ መብቶች ሊጠበቁ የሚችሉት የሀገሪቱን ማኅበረሰብ ጥቅምና ፍላጎት የሚወክሉ በችሎታቸው የሚመረጡ የወታደር፣ የሲቪልና የደህንነት አገልግሎቶች ሲቋቋሙ ነው፡፡ እነሱም ሁለት መመሪያዎችን ማክበር አለባቸው፡-
    1ኛ) የሲቪል አስተዳደሩ፤ የወታደራዊው ተቋም እና የደህንነትና የጸጥታ ተቋማት የስራ ድርሻቸው በግልጽ በህግ የተደነገገ መሆን ይኖርበታል፡፡
    2ኛ) ሁሉም መንግስታዊ ተቋማት በመካከላቸውም ሆነ ከዜጎች ጋር ቅራኔዎች በሚፈጠርበት ወቅት በህግ ፊት እኩል እና ያለምንም ጣልቃገብነትና አድሎ የፍትህን የበላይነት የመቀበል ግዴታ ይኖርባቸዋል፡፡
    (ሸ) ነፃና ፍትሃዊ የገበያ ስርዓት፡-
    ማንኛውም ዜጋ የግል ንብረቱ ሕጋዊ ዋስትና አግኝቶ በፈለገበት የአገሪቱ ክፍል የመኖር፣ የመስራት፣ በነፃ ገበያ ተወዳድሮ የማምረትና የማትረፍ መብቱ ሊጠበቅለት ይገባል፡፡ ውድድር ያለበት የገበያ ስርዓትን ለመገንባት መንግስት ከሚፈጽማቸው ሃላፊነቶች መካከል ዋነኞቹ አድልዎ የሌለበት የውድድር ሥርዓት መፍጠር እና ዋጋን ማረጋጋት ናቸው፡፡
    የፖለቲካ ፓርቲዎች በየትኛውም መልኩ የንግድ ስራ ውስጥ በቀጥታም ሆነ በተዘዋዋሪ መሳተፍ አይችሉም፡፡ በፓርቲ የተያዙ የንግድ ኩባንያዎች ካሉ ወደፊት በሃገሪቱ የፍትህ ስርአት አማካኝነት አግባብ ያለው ውሳኔ ይሰጥባቸዋል፡፡ መንግስት በየትኛውም መልኩ ከፍርድ ቤቱ የፍትሕ አካካት ውሳኔ ውጪ ተsማቱን ወይም ኩባንያዎቹን የማገድ፤ የመዝጋት፤ የመውረስ ወይም የማዋሃድ ስልጣን አይኖራቸውም፡፡
    (ቀ) ነፃና ተጠያቂ የሲቪክ ማህበራት እና የፖለቲካ ፓርቲ ተቋማት፡-
    እንደ ኢትዮጵያ ባሉ ሃገራት ውስጥ በተለይም የዝቅተኛውን የማህበረሰብ ክፍል በአጋርነት የሚያገለግሉ በርካታ የሙያ፣ የርዳታ፣ የምሁራን፤ የጋዜጠኞችና የሲቪክ ድርጅቶች አስተዋጽኦ በቀላሉ የሚገመት አይደለም፡፡ በተለይም ስርዓት አልበኝነት ለመግታት ቁልፍ ሚና ሊጫወቱ ይችላሉ፡፡ ይህም በመሆኑ ምክንያት ማህበራት ከማንኛውም አይነት ተፅዕኖዎችና አፋኝ ሕጎች ነጻ በሆነ መልኩ የመንቀሳቀስ እና የመስራት መብታቸው በህግ ሊጠበቅላቸው ይገባል፡፡
    የፖለቲካ ድርጅቶች መሠረታዊ አላማቸው መንግስታዊ ስልጣንን ለመጎናፀፍና በሃገሪቱ ሃብት አያያዝ ላይ ያላቸውን ፖሊሲ ለማስፈጸም ነው፡፡ ይኸ ሁኔታ ሁለት ጉዳዮችን ያስነሳል፡፡
    አንደኛው– ለህዝብ የቆሙትን ወይም በዲሞክራሲያዊ መንገድ በህዝብ የተመረጡትን ለመለየት የጠራ የፖለቲካ የውድድር ስርዓትን መዘርጋት ሲሆን
    ሁለተኛው፡- የተመረጠ ፓርቲ ወደ ሙስናና አምባገነንነት እንዳያዘቀዝቅ ማነቆዎች ሆነው የሚያገለግሉ አድልዎ አልባ ተቋሞችን ማጠንከር ነው፡፡
    ስለሆነም የሲቪክ ማህበራትን መንከባከብና ንቅናቄዎቻቸው የአገርን እና የህዝብን ጥቅም እስክልተጋፋ ድረስ ማበረታታት አስፈላጊ ነው፡፡

    የዲሞክራሲ እድገትና የሲቪክ እንቅስቃሴ መንታነት
    የዚህ ቃል ኪዳን ይዘት ለሕዝብ ከሚቀርቡ የተለያዩ የፖለቲካ ስርዓቶች ጋር አይጋጭም፡፡ ዋነኛው ጥሪ ኢትዮጵያዊያን ካለምንም ተጽዕኖ ከዘመኑ ምኞታቸውና ከክብር ባህላቸው ጋር የሚጣጣመውን የአስተዳደር ስርዓት የመምረጥ መብታቸው ይጠበቅ የሚል ነው፡፡ ከላይ እንደተጠቀሰው የፖለቲካ ፓርቲዎች ተፈጥሮ ባህሪያቸው ስልጣን ለመጎናፀፍ በመሆኑ እድልዎ-አልባና የተደላደለ የውድድር መስክን ለማመቻቸት ነው፡፡ የፖለቲካና የህግ ተቋሞች ግንባታ ትክክለኛ ፈር እስከያዘ ድረስ የሕዝብ አለኝታ በእነዚህ ተቋዋማት ላይ በአንድ ጊዜ የሚፈጠር ሳይሆን በሂደት መዳበር እንደሚኖርበት ማስታወስ ለትግስት ይረዳል፡፡
    የአሁኑ ትውልድ በዓለም ነፃ ሕዝቦች ማህበረሰብ ውስጥ የሚገባውን ቦታ እንዲያገኝ ለማድረግና የእጣውን ባለቤትነት ለማሳወቅ ቋሚ የነፍስ-ወከፍ እንቅስቃሴ ማድረግ ዋና ቁልፍ ነው፡፡ ምንግዜም የማይታክቱት የኢትዮጵያ ልጆች መብታቸውን ለማስከበር “አገርህን አድን” ርብርብ ላይ ቸል እንደማይሉ እምነታችን ነው፡፡
    ኢትዮጵያ በልፅጋና በልጆችዋ ተከብራ በነፃነት ለዘለዓለም ትኑር!

    የመለሰ ዜናዊ አምላኪ፣ የህወሃት ባሪያ ..የሌባ አይነደረቅ . .

    የሌባ አይነደረቅ . . .
    ሰውየው ሙክክ ያለ የመለሰ ዜናዊ አምላኪ፣ የህወሃት ባሪያ ነው። በቃ መለስ ያስነጠሳትን ሁሉ በትምህርተ ጥቅስ አድርጎ የቤቱ ግድግዳ ላይ ሊሰቅል የሚዳዳው አይነት። ለምሁሩ፣ ባለ እራዕዮ፣ የአፍሪካ ተከራካሪ፣የማሌሊት . . .መለስ ዜናዊ ያለውን ግላዊ ፍቅር እና ታማኝነት ያየ ማንም ሰው ይሄ ወገን እስከ ከመቃብር ወዲያም ቢሆን ከታማኑነቱ ፈቀቅ ይላል ብሎ አይጠረጥርም።
    መቼም ሰው የሚፈተነው በግዜ ነው እና ከጥቂት ግዜያት ወዲህ “ሙት አይሰማም” ብሎ ነው መሰል ይሄ ግልገል ባለ እራዕይ የአውራው ባለ እራዕይ መሪውን ስራወች እና እምነቶች በጎንዮሽም ቢሆን መነካካት ሲጀምር ሳየው “አወይ ጴጥሮስ ! ” ለማለት እየተገደድኩ ነው። ዛሬ ነገርን ነገር አመጣው እና የዛች ባድመ የምትባል የደም መሬት ጉዳይ ተነሳ። እናም ይሄ ወገን ባድመን በማስመልከት የተናገረው ነገር ከእውነት አስደነገጠኝ። ለእኔ አይደለም ያስደነገጠኝ፣ ከመቃብር ስር ላለው የሱ አለቃ እንጂ። የሚገርመው ነገር የባድመን ጉዳይ ጎትቶ ወደ ጨዋታ ያመጣው እሱው እራሱ መሆኑ ነው። በባድመ ላይ ያለውን አመለካከት ስረዳው ይብሩኑ ግራ መጋባቱ አስገረምኝ።
    መቼም “ባድመ የኔ መሬት ናት” ብሎ 60 ሺ ልጆቹን የገበረውን የኢትዩጵያ ህዝብን ባድመ የማናት ብሎ መጠየቅ ቂልነት ነው። የሃገሬ መሬት ናት ብሎ ስላመነ ነው ያ ሁሉ ኢትዩጵያዊ ወጣት ከኦሮምያ፣ከአማራ፣ከጉራጌ፣ወላይታ. . . መንደሮች እየከነፈ ሄዶ መሬቷ ላይ ደሙን ያፈሰሰው፣አጥንቱን የከሰከሰው። በደሙ ያስከበራትን ምድር ደሞ ለድርድር የሚያቀርብ ኢትዩጵያዊ የለም።በቃ የእኛ የነበረውን መሬት ጠላት ሊቀማ ሲል ተከላክለን አስመልሰናል፣ መሬታችንን አግኝተናል። ብሎ ነው የኢትዩጵያ ህዝብ የባድመን ታሪክ በጀግንነት የዘጋው። ለኢትዩጵያ ህዝብ ባድመ ሁሌም የኢትዩጵያ ግዛት ናት።
    በሌላው በኩል ግን ኢትዩጵያን የሚመራው ህወሃት እና የህወሃት ልብ እና ጭንቅላቱ የነበረው መለስ ዜናዊ በባድመ የኢትዩጵያ ግዛትነት እንደ ሌላው የኢትዩጵያ ህዝብ እርግጠኛ አልነበረም። እናም ባድመ በኢትዩጵያውያን ወጣቶች ደም ከሻብያ ከተመለሰች በኋላ የባድመ ትክክለኛ ባለቤትት ማን እንደሆነ አጣርቶ እንዲወስን ለአስታራቂ ኮምሽን አሳልፎ ሃላፊነቱን ሰጠ። መቼም የእራሱ የሆነ ንብረቱ እንደተቀማ የሚያምን ግለሰብ እቃው ሲገኝ ሽማግሌ የእቃውን ባለቤት አጣርቶ ለፈለገው ቢሰጥ እቀበላለሁ አይልም። የእራሱን የንብረቱ ባለቤትነት የተጠራጠረ ብቻ ነው ሌላ አካል ንብረቱ የእኔ ወይም የሌላ እንደሆነ አጣርቶ “ለእኔ ቢሰጠኝ እቀበላለሁ። ያንተ አይደለም ብሎ ለሌላ ቢሰጠውም እስማማለሁ“ ብሎ የሚፈርመው። እናም መለስ ያንን ነበረ ያደረገው።
    መለስ ዜናዊ ባድመ የኢትዩጵየ መሆኗን ስለሚጠራጠር አጣሪ ኮሚሽን አጣርቶ እንዲወስን ፈቀደ። አጣሪ ኮሚሽን ተብየውም አጣርቶ ባ ድ መ የ ኤ ር ት ራ ግ ዛ ት ና ት ብ ሎ ወ ሰ ነ ። መለስ ዜናዊም የ ባ ድ መ ን የ ኤ ር ት ራ ግ ዛ ት ነ ት ተ ቀ ብ ሎ በ ፊ ር ማ ው አ ረ ጋ ገ ጠ። እዚህ ጋርሌላ ታሪክ የለም በቃ ተከተተ።
    ምንም እንኳን የኤርትራ ንብረት ብሎ በፊርማው አሳልፎ ቢሰጣትም መለስ ዜናዊ ባድመን በወቅቱ የኢትዩጵያን ሰራዊት ከስፍራ አስነስቶ ባድመን ለሻቢያ አሳልፎ ማስረከቡ ከኢትዩጵያ ህዝብ ጋር (በተለይ ደሞ መሰረቴ ነው ከሚለው የትግራይ ህዝብ በኩል) የሚያስነሳበትን ተቃውሞ ጠንቅቆ ያውቅ ነበረ። እናም ባድመን የህዝቡ ስሜት እንደናረ እና ጥያቄው ገና ከህዝብ ህሊና ሳይወጣ ለሻብያ አሳልፎ ከመስጠት በሰበብ አስባቡ ምክንያት እየፈጠሩ ለህዝብ ማደናገሪያ እንዲሆን ባድመን ከስምምነቱ ውጭ ይዞ ማቆየትን መረጠ።
    እንደውም በሚያስቅ ሁኔታ ባድመ በኮምሺኑ ለሻብያ መሰጠትዋ እየታወቀ ከወር በላይ የመለስ ዜናዊ ህወሃት/ኢህአዴግ ሹመኞች ”ባድመ ለኢትዩጵያ ተሰጠች“ እያሉ ህዝብን ሊያሞኙ ሲሽከረከሩ ሰነበቱ። መጨረሻ ግን ግልጽ ጽሁፍ አንብቦ የሚረዳን ህዝብ በግግምና ማጃጃል ስለማይቻል ሃቁን በአደባባይ አመኑ። ማመን ብቻ አይደለም መለስ ዜናዊ፣ በረከት ሰምዖን፣ስዮም መስፍን እና ሌሎች የህወሃት ባለ ስልጣናት ኮሚሺኑ ”ባድመ የኤርትራ ናት“ ብሎ የወሰነውን ውሳኔ እንደሚቀበሉ በአደባባይ አፋቸውን ሞልተው ለህዝብ ተናግረዋል። ያውም ደግመው ደጋግመው።
    እናም ዛሬ እኔን ያስገረመኝ ነገር ይሀው የመለስ ተከታይ “ባድመ ዛሬም የኢትዮጵያ ንብረት ናት።መለስ ዜናዊ እና ህወሃት/ኢህአዴግ ባድመን ለሻብያ አሳልፈው አልሰጧትም” ብሎ ሊከራከር ሲሞክር መስማቴ ነው። የባድመን ኢትዩጵያዊነት ቢቀበል ደስ ብሎኝ በጭብጨባ በተቀበልኩት። እሱ ግን መለስ ዜናዊ በፊርማው የባድመን የኤርትራ ግዛትነት መቀበል ሳይቃወም፣ በማንኛውም አለም አቀፍ ህግ መሰረት መለስ ዜናዊ በፊርማው አሳልፎ የሰጣት ባድመ የኤርትራ ግዛት ተደርጋ እንደምትታይ መናገር ሳይፈልግ ዛሬ ባድመ ላይ ያለው የኢትዩጵያ ሰራዊት ስለሆነ ብቻ ባድመ የኢትዩጵያ ህጋዊ ግዛት ናት አይነት ሸፋፋ ሙግት መሆኑ ነበረ ያስገረመኝ።
    የኢትዩጵያ ሰራዊት ባድመን ከሻብያ ተከላክሎ በእጁ ማድገባቱ የባድመን ኢትዩጵያዊነት ለማረጋገጥ የመጀመሪያው እርምጃ እንጂ ብቸኛው እርምጃ አልነበረም። ሰራዊቱ በደሙ የተከላከለውን ምድር የሃገሪቱ መንግስት እና የፖለቲካ አካሉ በህግ የኢትዩጵያ ግዛትነቷን በማያወላደ መልኩ አምኖ ማረጋገጥ ሲችል ብቻ ነበረ ባድመ የኢትዩጵያ ልትሆን ትችል የነበረው። ወታደሩ በደሙ ያገኘውን ድል መንግስት ባደባባይ በስምነት ስም አሳልፎ ለሻብያ ከሰጠ በኋላ ግን “ባድመ ዛሬም የኢትዩጵያ ነች” እያሉ መቀለድ ማንንም አያሳምንም። ባድመ የኢትዩጵያ ነበረች ነገር ግን መለስ ዜናዊ እና ህወሃት በአለም ህዝብ ፊት በፈረሙት ፊርማ አሳልፈው ለሻብያ ሰጥተዋታል። በመለስ ዜናዊ እና ሻብያ ስምምነት መሰረት ባድመ የኤርትራ ናት።
    ዛሬ ኢትዩጵያ ሰራዊቷን ከባድመ አላስነሳም ብላ መቀመጧ ባድመን የኢትዮጵያ ያደርጋታል የሚለው የህወሃቶች ማደናገሪያ ጆክ ምናልባት ቤቱን ለመሸጥ ተስማምቶ ከፈረመ እና ሂሳቡን ከተቀበለ በኋላ ከቤቱ አልወጣም ብሎ ክችች እንዳለ ጅል ነገር ነው የሚሆነው።ኮንትራት ፈርመሃል ቤትህን ሸጠሃል እና ቤቱ ያንተ ንብረት አይደለም። መጥኖ ነበር በፊቱን መደቆስ ዛሬ ምን ያደርጋል ድስት ጥዶ ማልቀስ ብለን በተረት እንዳናልፈው የሃገር ጉዳይ ነው እና ለዚህ ወገን እና ለመሰል ህዝብን በጠመዝማዛ ሰበብ አስባብ ሊሸውዱ ለሚሞክሩ ህወሃታውያን ምክር ቢጤ ጣል አድርገን እንዝጋ።
    ልብ ገዝታችሁ ባድመን ብቻ ሳይሆን አሰብንም ጨምሮ መለስ ዜናዊ እና ህወሃት እየፈረሙ አስመራ ለተቀመጠው ጌታ ፈጣሪያቸው ለሻቢያ አሳልፈው የሰጧቸውን የሃገራችን ግዛቶች የኢትዩጵያ አካል ናቸው ብላችሁ እንደ ሰፊው የሃገራችሁ ለማመን ከተዘጋጃችሁ መልካም-ደስ ይለናል፡ እውነታውን ለማየት በመብቃታችሁ። ነገር ግን የኢትዩጵ ግዛት እየተቆረሰ (በምስራቅ የሃገራችን ግዛት ጭምር)ለጎረቤት ሃገሮች የተሰጠበትን ስምምነት ሳትቃወሙ፣ ግዛቶቹንም አሳልፈው የሰጡ ግለሰቦችን ድርጊት ሳታወግዙ ባድመ የእኛ ናት፣ አሰብ ግዛታችን ምናምን ስትሉ ምናልባት የአዕምሮ ጤነኝነታችሁ እንጠይቅ እንደሆነ እንጂ ለሃገር ተቆርቋሪ ናችሁ ብለን አንሸወድም። ምክንያቱም የሃገር ግዛት መሸጥን ለመቃወም የተሸጠበትን ስምምነት እና የሸጠውን አካል ድርጊት መቀወም የመጀመሪያው እርምና ነው እና።

    THE OBAMA POLICY OF “WE ARE DEEPLY CONCERNED’’ IS KILLING ETHIOPIANS

    It appears the unofficial policy of the Obama Administration on Ethiopia is ‘ignore the crime –’ translated in political speak ‘we are… concerned’. But, the official policy is; partnership with the Ethiopian Apartheid regime known for its extensive atrocities and corruption is a good thing for the economic and security interest of the America. Prevailing US foreign policy
    Though the PR stunt of ‘we are… concerned’ is not new in diplomatic lingo at home and abroad, it is the only consistent word that comes out of the present and the successive US Administrations regarding the ‘friendly regime’ in Ethiopia in the last 23 years as the Obama Administration’s term approach to end.
    In short, the legacy of the first American President with African roots and the Hope President to change America’s relationship with Africa depots is going to end up as ‘empty-word President’ that bolster African depots than any other President in US history.
    The lesson, US African policy is outsourced for individuals like Susan Rice with a personal interest to override American interest. Rice, the Former US Ambassador at the United Nation and the present Senior Security Adviser for the Obama Administration is considered African expert single handedly decides the fate of US interest in Africa and the lives of millions of Africans with a stroke of a pen nearly for two decades.
    Rice close relationship with brutal regimes in Africa started in the early 90s under Secretary of State Madeleine Albright, a longtime mentor and family friend before she became Assistance Secretory for African Affairs during the Clinton Administration.
    JOHN PRENDERGAST, a special adviser to Susan Rice then defending her record on an Op Ed confirmed she alone ‘redefine’ the prevailing policy we see up to now. He wrote;
    ‘When I first set foot in the White House at the end of 1996, with Rice as Senior Director for Africa at the National Security Council, I found her leading a dynamic policy process that sought to redefine America’s relationship with Africa in a way that a lifelong Africanist like me didn’t think was possible. Rice worked tirelessly to build new opportunities for two-way trade and investment between the U.S. and Africa that led to more growth and jobs on both sides of the ocean. She helped expand a truly bipartisan collection of influential senators and House members who prioritized partnering with Africa over patronizing it.
    I watched her from afar build that investment and trade strategy, expand debt relief opportunities, fight for more security resources for our embassies throughout Africa, create more efficient foreign aid efforts, and conceive numerous additional U.S. initiatives that provided mutual benefit to African nations and to the United States”
    Almost two decade later, on Sep of 2012, Rice traveled to Ethiopia and ’gave a personal tribute (video) at the funeral of the late Prime Minster Melse Zenawi expressing her long friendship and admiration. (Here is the official transcript of the speech).
    The same year Rice made the praising speech, the State Department where she worked and still works in its 2012 Country Reports on Human Rights Practices reviles a complete picture of her speech;
    “Security forces generally reported to civilian authorities; however, there were instances in which special police and local militias acted independently of civilian control.
    The most significant human rights problems included restrictions on freedom of expression and association through politically motivated trials and convictions of opposition political figures, activists, journalists, and bloggers, as well as increased restrictions on print media. In July security forces used force against and arrested Muslims who protested against alleged government interference in religious affairs. The government continued restrictions on civil society and nongovernmental organization (NGO) activities imposed by the Charities and Societies Proclamation (CSO
    ‘Other human rights problems included arbitrary killings; allegations of torture, beating, abuse, and mistreatment of detainees by security forces; reports of harsh and at times life-threatening prison conditions; arbitrary arrest and detention; detention without charge and lengthy pretrial detention; a weak, overburdened judiciary subject to political influence; infringement on citizens’ privacy rights, including illegal searches; allegations of abuses in the implementation of the government’s “villagization” program; restrictions on academic freedom; restrictions on freedom of assembly, association, and movement; alleged interference in religious affairs; limits on citizens’ ability to change their government; police, administrative, and judicial corruption; violence and societal discrimination against women and abuse of children; female genital mutilation/cutting (FGM/C); exploitation of children for economic and sexual purposes; trafficking in persons; societal discrimination against persons with disabilities; clashes between ethnic minorities; discrimination against persons based on their sexual orientation and against persons with HIV/AIDS; limits on worker rights; forced labor; and child labor, including forced child labor.”
    It is clear the impunity she operate under and the complete breakdown of oversight. Whether it is because of low priority given to Africa to begin with or .it is the official policy it is hard to say. The lack of advocacy to point out the vast disparity of the State Department’s report and the Administration action didn’t help either. But, what is not debatable is, Susan Rice continued to be the center of the contradictions with no accountability whatsoever.
    What other possible explanation can be drawn from such lack of transparency?
    Frankly, the war on terror appear cover up for something else altogether. Regardless, what does a high-level US official doing praising a small time depot that caused havoc in the nation and the region goes way beyond and above national security concern.
    Two years later, addressing the Center for a New American Security Annual Conference in June 11, 2014 the National Security Advisor Susan E. Rice remarked;
    “For, however much we might like to, we rarely can force nations to respect the rights of their citizens. So we must catalyze the international community to uphold universal values, build broad coalitions to advance human rights, and impose costs on those who violate them” she went on;.
    “Human rights must be protected for everyone, especially traditionally marginalized communities such as ethnic or religious minorities, LGBT persons, migrant workers, and people with disabilities. That’s why President Obama decided to join the UN Human Rights Council, so we could lead in reforming that flawed institution from within. In fact, we have made it more effective. Because of our efforts, the Council has spent far more time spotlighting abuses in Qadhafi’s Libya, Syria, Sudan, North Korea and Iran than demonizing Israel.”
    As expected, no African depots’ violations were important enough to mention one country out of 54 countries of Africa. Instead, U.S.-Africa Leaders’ Summit was announced by the Administration to be held in Washington, DC on August 5 and 6, 2014 with the objective of;
    “The Summit will build on the progress made since the President’s trip to Africa last summer, advance the Administration’s focus on trade and investment in Africa, and highlight America’s commitment to Africa’s security, its democratic development, and its people.”
    Is there any sensible African American organization or mainstream civil society out there to stop the madness of the Administration’s policy of giving free pass to African depots?
    As a citizen, I took an oath to defend the Constitution from foreign and domestic enemies. But, I am having difficulty to figure out whether to defend the Constitution from the depots that produce the enemies or only from those that facilitate them.
    I believe the lack of transparency in the prevailing US foreign policy to acknowledge the principal treat for America’s security are the world’s depots that produce her enemies faster than bread and butter.
    Quite frankly, the Obama Administration’s unconditional invitation of African depots to the nation capital next week is not only a slap on the face to all Africans but, an insult to the legitimate leaders of a dozen African countries that would be treated the same as the depot counterparts.
    Professor Al Mariam yet on another powerful article titled ‘Cirque d’ Afrique: 2014 U.S-Africa Leaders’ Summit’ dissected the policy of no policy. At least, the Administration should respect and acknowledge the legitimate African leaders from the depots out of respect for the people of Africa. Moreover, a little more sensitivity to the African Diaspora that sought political asylum from the same depots would go a long way from the ‘change president’ to ‘hope president’.
    Unless and until US foreign policy is shaped by leaders that appreciate the essence of the Constitution and the value of democracy, it is inventible America would sooner or later look more and more like the African depots ruled nations that chased out their citizens as refugees. The Administrations to host our tormenters to come and wine-and-dine in the Capital of the free world can only be possible with the mindset of Susan Rice’s brilliance to go across the world to honor a depot.

    Hailemariam Desalegn caught plagiarizing again

    TPLF’s puppet Hailemariam Desalegn is probably the most incompetent and incoherent “leader” in the entire history of Ethiopia. His incompetence, shallowness and lack of originality is exposed whenever he meets journalists or goes to TPLF’s rubber stamp parliament for a routine Q & A. It is apparent that Prime Puppet Hailemariam (hereafter acronymed PPH) has no originality whatsoever. He is not only clueless but a master of miscommunication.
    His latest interview with the BBC further exposed the fact that he is fake, clueless, predictable and mundane, to say the least. It is clear now that he is addicted to mimicking and plagiarizing from Meles Zenawi, the dead tyrant he slavishly followed and worshiped.
    The Prime Puppet was once asked why the price of teff, Ethiopia’s most popular staple, was skyrocketing. He replied that it was because of “our development”. He said people who had never seen teff suddenly got the luxury of consuming it.
    “This is the fruit of our speedy economic development,” he claimed with a bland tone. Unfortunately, both the language and the absurd logic was stolen from his dead predecessor.

    The only difference was that Meles was talking about sugar. It was not only the answer that he copied but also the body language. The poor parrot was doing the same thing. It seems he overplayed Zenawi’s video during his rehearsal under the guidance of his TPLF masters.
    When Zenawi was asked about the legality of the anti-terrorism proclamation, he said it was copied from the British. In his latest appearance on the BBC Africa, PPH was asked a similar question by journalist Emmanuel Igunza.
    Iguza asked PPH: “Let us talk about the country’s anti-terror law. You said there is a distinction between opposition and terrorist elements. That law has been criticized by the international community for having a broad mandate. That is why the security forces have been accused of arbitrarily detaining, for example, opposition members.”
    “That is not true’” PPH interjected. “We know that this accusation will come. So we said let us copy from the British law. If you compare the British terrorism law and that of ours it is almost similar.” In fact, the poorly scripted lie was also copied from Zenawi, whose ghost seems to be controlling the Prime Puppet. He cannot tell how many terrorist bloggers, journalists, critics and activists the Brits are jailing and torturing just like his regime.
    Iguza challenged him with a simple follow-up. “But it is the implementation that is raising questions.”
    “That is something different. That is something different,” the Prime Puppet said twice struggling to bring out a better idea. “We understand that while implementing, it is an exercise…,” he said without worrying about the meaning and the message. He confusedly added that the [Kangaroo] court judges interpret the law.
    Maybe Zenawi did not answer that question as he was not asked by the rubber stamp parliament or journalists. It was a difficult question for PPH as there was nothing to copy and paste for him.
    One of the most embarrassing moment came in the last segment of the five-minute long interview. The BBC journalist asked: “Your country has been mentioned in the same breadth as the countries that have the highest number of journalists and opposition figures jailed. Just recently, Zone9 bloggers that have been arrested for more than two months now with no proper case brought against them.”
    PPH gave an amazing answer that no sensible and sane person would say. “Look, I suggest that you also shouldn’t be connected with a terrorist. If you have any connection with terrorists don’t think that the Ethiopian government will let you free [sic].”
    It was supposed to be an answer but ended up being a threat from a man with no real power as TPLF’s ceremonial Prime Minister. Unfortunately, PPH messed it up while trying to copy the dictatorial aura of Zenawi. Though the effort backfired in his face, this was another effort to wear the confidence and power of Zenawi. He has confessed recently that he always wishes to be his former master, whom he referred to as an “extraordinary personality” deserving eternal glory.
    He did not even realize that Iguza should have been arrested on the spot. According to the absurd and unjust anti-terrorism law, no criminal act is needed to connect anyone with “terrorists”. Proclamation 652/2009 declares that “whomsoever writes, edits, prints, publishes, publicizes, disseminates statements deemed encouraging, supporting, or advancing” terrorist acts is a terrorist. The “terrorist” organizations are dissident groups like Ginbot 7 and OLF. But as the whole world knows, his TPLF masters are the real terrorists, who kill, maim, jail, torture and rob innocent civilians. The terrorists jailed are almost entirely journalists, bloggers, activists and dissidents for exposing the crimes and abuses of the regime.
    BBC has given extensive coverage on the illegal abduction of Andargachew Tsege, whom the TPLF Trojan horse referred to as Eritrea’s stooge. Why doesn’t Hailemariam order the arrest of a few BBC journalists.
    Under the broad interpretation of the unlawful proclamation that contradicts common sense and the so-called constitution, any media outlets, bloggers or journalists that raises issues related to the “terrorists” are committing acts of terrorism. The Kangaroo courts are not needed to interpret the law. Just like the Prime Puppet, the judges are hand picked and paid to take orders from the TPLF.
    Despite his best effort, it is abundantly clear that PPH is trying to play Zenawi. Psychologists attribute this extreme form of insecurity, lack of self-respect and self-confidence to Dissociative Personality Disorder (DDP). He vainly tries to convert himself into a dead tyrant. But unlike the Prime Puppet, Zenawi was undoubtedly smart, competent and articulate despite being a ruthless evil dictator.
    Last February, PPH had convened journalists for a press conference and labored hard to answer various questions in English. Unfortunately, all the key answers were factually, lexically and grammatically wrong and full of errors.
    He said, “There is an elected government in South Sudan. So we equivocally [sic] denounced that unconstitutional means of getting power is not allowed at all….Whenever one foreign diplomat talks especially the American diplomats talk about certain things, Eritrea associates that it is Ethiopia who lobbied these guys. Of course, you have seen the position of the Ethiopian government. We equivocally [sic] denounced that it is wrong…” It is very hard to understand what he wanted to mean as he was saying the opposite of what he wanted to tell the world.
    He continued: “And by that time the government of Sudan was under the British proctor, ah proctorate [Forgive him, he wanted to mean protectorate]. So that agreement has been evaluated next to it by emperor Haile Sellassie and its regime. Again Emperor Haile Selassie equivocally [sic] agreed that this agreement has to be binding. Similarly during the Derg regime, the Derg also has tried to study by sending professors from university and other professionals and the Derg regime also equivocally [sic], you know, endorsed this agreement is binding,” As the saying goes, a little knowledge is dangerous,  especially if you are supposed to be the leader of a nation.
    Hailemariam worked as a government official for so many years. He was also the puppet foreign minister before he became the Prime Puppet. Unfortunately, he was not given a proper chance to learn words very common international politics and diplomacy. He also claims to have done MA in global leadership from Azusa Pacific University, which has quietly decided to honor the poor parrot, a decision which is likely to put the university in hot water soon.
    The dude doesn’t even know the difference between a proctor, someone appointed to supervise students, and a protectorate, a country controlled and protected by another. He even went on to coin a new word in his effort to correct his blunder. So to make matters worse he ‘corrected’ proctor with proctorate (but there is no such a word in the English language). It is quite obvious that every time he speaks in English, a language that seems too complex for him, he needs an interpreter or for that matter someone who can also lend him ideas. HIs communication skill in any language is substandard for that matter.
    How can you denounce something equivocally, unless you don’t know what you are talking about? Hailemariam did not know, after all these years in government and diplomacy, that equivocal does not mean unequivocal. He probably thought that the prefix un- doesn’t make any difference. Even in factual terms, none of the leaders he mentioned equivocally or unequivocally agree with Sudan on border demarcation and giving away a significant swathe of fertile land.
    It was another lie he incompetently plagiarized from the dead tyrant, who could at least flawlessly articulate his lies, in three languages. TPLF trojan horse, Prime Puppet Hailemariam, is so incompetent that he is messing up even with the lies and deceptions of his predecessor. He cannot even copy competently, let alone generating and articulating his own ideas. TPLF should consider replacing PPH with Tesfaye Habiso, a man who has at least proven his skills in plagiarism.
    After watching his excruciating “interview” on BBC, Matthew Payne-Funk, an American administrative director at the U.S. Senate, wrote the following comment on his Facebook page: “PM Hailemariam needs a better Press Secretary or the Information Ministry should be embarrassed at the poor quality of his answers. The evasion and equivocations are just too painfully obvious… I think it is pathetic and very frustrating that the government of Ethiopia allows this sort of self deceptive incompetence to be its face. I am feeling angry about what is happening to the truly courageous Ethiopians who are being detained by incompetent power mongers.”
    In the service of his TPLF masters, Hailemariam, who is acting more like a slave than the prime minister, has betrayed not only his conscience but also his profession. He was trained as a sanitation engineer. Instead of designing and constructing toilets in Ethiopia, which has chronic shortage of sanitation, he is swimming in the cesspool of TPLF’s filthy, stinky and fascistic politics.
    For the sake of his children, who will certainly regret being related to him, he should rather find a better job than making a fool of himself as a TPLF Trojan horse. TPLF power mongers should also consider letting him go as he is a liability and an embarrassing piece of work for the terrorist regime.
    Ruled by incompetent thugs and clueless terrorists, Ethiopia is certainly in great trouble. We should unequivocally denounce and reject the incompetent tyrannical regime standing on its last leg after the demise of Meles Zenawi. Ethiopia shall never be a TPLF protectorate or colony. We need equality, freedom, dignity and justice. No puppets, oppressive thugs and terrorists please!
