As prison populations surge in the UK, with overcrowded cells and repeat offenders, the opposite is happening in the Netherlands.The African countries  prisons are full  of government  party opponents, Foreexample, The US annual report says 80,000 are in in Jail in Ethiopia.
The country is actually to close 19 prisons because of a lack of criminals, the Dutch justice ministry has announced.
Declining crime rates in the Netherlands mean that although the country has the capacity for 14,000 prisoners, there are only 12,000 detainees, reported the nrc.nl.
In 2009, the Dutch justice ministry announced the planned closing of eight prisons in the Netherlands due to a declining crime rate which was expected to continue.
In 2013, a staggering 19 prisons were scheduled to be closed. This is caused, in part, by a continued decline in crime rates.
While progressive drug laws in the Netherlands may be partially the reason for a decline in arrests, other social factors are also at work. This points to crime reduction through changing social behaviour as a key to reducing incarceration — rather than just changing the laws or telling police to stop arresting people as a method for artificially creating the perception that less crime.
